Information support of innovations in regions: Library resources

Abstract

The authors substantiate new approaches toward library-based information support of innovations and sci-tech development. They analyze the experience of the British Library and the BL’s Business and Intellectual Property Centre in London. The possibility to adapt this experience for Russia’s regional information infrastructure is examined. The recent regional library studies provide for knowledge and innovations management. The authors introduce the project of networked cooperation between the Federal Industrial Property Institute (FIPI) and Russian regional universal scientific libraries. The challenge is to energize regional libraries and to implement the «learning region» concept. The access to ready-to-use analytical products provided via the libraries and created by FIPI as the core center for intellectual property information infrastructure, enables regional scientists, researchers and businessmen to use instruments of information support of industries and business, in particular those intended to assess the viability of innovations. This provide for building open regional information space and procedures to enforce the rights to the results of intellectual activity and means of identification in Russia and internationally.
