Abstract
Findings of the bibliometric analysis of national library and information journals are highlighted. The range of publications for comparative analysis is reviewed. The key bibliometric indicators for journals assessment are defined; the choice of the data source, namely RSCI database is substantiated. Among the indicators selected for analysis are: number of publications and citations, two-year impact factor, 5-year impact factor, five-year self-citation coefficient, 5-year Herfindahl index - by citation journals and by author’s institutions. On the basis of average factors, the citation dynamics for 2013 - 2015 is determined. Other factors of journals’ authority are also discussed: Inclusion into the HAC (Highest Attestation Commission), world abstract databases and Web of Science and Scopus citation systems.

Abstract
The author highlights the criteria for assessing library scientist's impact by the number of the publications using citation indices and Hirsch factor. The functions, advantages and drawbacks of citation indices are discussed, as well as the factors to affect Hirsch index. The author examines the credibility of the Russian Science Citation Index data and the quality of journal publications in the HAC list. Standards of originality in the Antiplagiat system and the quality of scientific publications in the library science, bibliography and bibliology are discussed. Some approaches toward scientific work evaluation in the modern library and information science are proposed. The author argues that the quantitative indicators should be combined with the expert assessment.

Abstract
The author analyzes why science outcomes in the library and information sector is assessed through quantitative factors (number of publications and their total volume) rather than by the actual contribution to the science; why in some cases it is enough for some publications to be published and, which is most importantly, be included into the Russian Science Citation Index though they are far from being scientific. The author argues that we lack assessment tools to evaluate achievements in science, and it’s almost impossible to publish a paper in foreign periodicals; the criteria to classify a work as a scientific or research paper are lacking, too.

Abstract
Key functions of the RAS Library for Natural Sciences are highlighted. The processes of catalog organization, development and update using BIBLIOBUS AILS are examined. Basic requirements to bibliographic record technology are discussed. The authors conclude that cataloguers need to access to reconciled cumulative reference information resources to consolidate the catalog and to ensure its reliable quality control.

Abstract
The history of Russian dissertation collection dating back to 18-th century, long before the RSL’s special dissertation collection was formed in 1944, is highlighted. The significance of theses by V. Klyuchevsky, D. Mendeleev, I. Mechnikov, S. Solovyov, K. Timiryazev, and many scholars of the 19-20-th centuries, is stressed. The dissertation collection is the nation’s scientific, cultural and historical heritage. The Library holds numerous exhibitions to promote the collection and has been building the accessible e-library of dissertations.

Abstract
In previous articles ( see Scientific and Technical Libraries. - 2017. - Issues 6,7) the author examined V.I. Lenin’s views on Bolsheviks’ party libraries in preparing the revolution: historiography is discussed; the problem historiography is presented; legal forms of library work used by Bolsheviks for propaganda is discussed. In this concluding article, the author focuses on illegal libraries of Russian Social Democratic Labor Party (of Bolsheviks) organized at every party cell. He analyzes every library element, i.e. collections, users, librarians, and equipment, sources for collection development, specifics of underground cataloguing, etc.

Abstract
Wikipedia supplements library resources with timely, useful information; acts as a tool for librarians answering reference questions; provides a pathway to primary and secondary sources and citations. Wikipedia helps library clients perform research; and provides a vital platform for recording local knowledge. Public libraries can expose both their staff and patrons to more complex and sophisticated strategies for dealing with the changing digital landscape. Wikipedia has the potential to point clients to libraries, where resources in their areas of interest can be found. Wikipedia-library engagement connects Wikipedia with the important role libraries play in bridging inequalities in access to information. Active collaborations between Wikipedia editors and academic and research libraries to advance the free flow of information which supporting sustainable development around the world. These collaborative opportunities offer a range of outcomes that could benefit academic and research libraries including crowdsourcing, community engagement, rapid models for online publishing, student writing assignments, etc. For the Russian National Public Library for Science and Technology both projects are equally of interest. Abstract
The author reviews Dr. Y. Shrayberg’s activities since his entering the State Public Library for Science and Technology of the USSR in 1978. He argues that every side of Dr. Shrayberg’s personality is linked to bibliofuturology. His multifacet works are characterized as bibliofuturological, which is proved by numerous publications, and, in particular, by his annual reports to Crimea international conferences and forums, his pedagogical experience and efforts on organizing international conferences and building professional associations.
