Abstract
The article offers the analysis of scientific resources provision for the Siberian region research institutions, members of the Federal Agency for Scientific Organizations (FASO Russia), the study being done in 2016. Identified were bottlenecks in the system of resources provision for Siberian research institutions and universities within the frameworks of grants of the Russian Foundation for Basic Research (RFBR) and the Russian Ministry of Education and Science. Presented is the data on provision by national and foreign information resources after the disintegration of the centralized library acquisitions system of the Russian Academy of Science, Siberian Branch. The level of the information resources provision is recognized insufficient. The authors identify future directions for the development of the newly emerging structure of the FASO organizations information provision system in the context of a competitive system of foreign e-resources subscriptions provision. The study concludes that under the conditions of the new type centralization of the resources provision process the system of subscription distributions has not been fully formed on regional and institutional levels.

Abstract
Science news is one of the most important ways of science communication contributing a lot to the popularization of science. The problem of science news dissemination and its various ways and methods efficiency analysis can be solved by the design of information analysis system for news aggregation from different sources. The author describes the experience of the State Public Scientific Technical Library of the Siberian Branch of the Russian Academy of Science in providing academic community’s awareness of the current events in the world of science. The new phase of the library's work to integrate news scientific data - the project "Siberian Science News" as the integrated information product comprising various types of information (factual, bibliographic, full-text) is introduced. The www-site "Siberian Science News" use monitoring data and the analysis of some web analytics metrics characterizing user behavior are presented.

Abstract
The research findings of the Scientific Library of Omsk State Technical University and their dynamics are discussed; the research activities are explored in the connection with the Library’s history. The classification by various indicators is presented; the most significant studies are named. The Scientific Library is the platform for theses researches being accomplished by graduates Omsk F. Dostoevsky State University and Omsk State Technical Library. The subject scope of the theses and their practical significance for the Scientific Library are revealed.

Abstract
The author examines the problems of modernization of library information resources at Hanoi universities where learning is modular-based. Introduction of the modular system calls for intensive independent students’ work. However, the polling results demonstrate that several universities are unable to meet the requirements of the modular education system. In this connection, the goal for Vietnam university library and information centers is seen as building large and integrated collections of various resources. The author offers his view on finding optimal ways to build library information resources for higher education institutions in the Socialist Republic of Vietnam.

Abstract
RNPLS&T’s experience in scientometrics and developing methodology for creating reference scientific publications and journals in various areas of knowledge is discussed. Approaches to creating the recommendations based on Russian and foreign experience are examined. Algorithm for creating journal lists based on Web of Science and Scopus indicators and uniqueness is substantiated. The authors emphasize that the goal is to provide Russian scientists, researchers, professors with efficient instruments to choose periodicals for publishing their works which, along with the efforts to improve quality of publications and to prepare them for top scientific publications made by universities and research centers, will enable to improve the quality of publications, their visibility and awareness. The article is written within the framework of the RNPLS&T State Task for 2017.

Abstract
Bibliometric research of scientific publications in ecology based on the RNPLS&T’s reference database “Ecology: Science and technologies” is accomplished and compared to the Russian Science Citation Index. The dynamics of publication activity in 2012-2016 is revealed; the range of journals with the largest number of publications found by “ecological safety” keyword is identified. The results of bibliometric analysis by the following indicators: number of publications, citation, impact factor, self-citation coefficient, Herfindahl-Hirschman index, are presented. The authors conclude that the “Ecology: Science and technologies” database can be used as an object for analytical and bibliometric research to identify scientific community’s interests towards ecological issues and trends in ecological problems investigation.

Abstract
The author speaks about the influence of the Bologna Declaration principles on the fate of library education in Russia. The problems of education at the level of undergraduate, graduate and postgraduate courses, further training of practical librarians, and the additional education (obtaining a second diploma) have been consistently addressed. The current practice in Russia is compared with the training system in the United States. The experience of teaching Russian students in US library schools is analyzed, from the selection criteria to the evaluation of effectiveness. The conclusion is drawn: there is no connection between educational institutions and libraries. This should be handled by the Russian Library Association.

Currently, great importance is attached to continuing education and part of it - additional education. The author highlights the activities of the Training center of the Russian state library. The directions of training of specialists in library and information field are examines. The experience of creating and implementing the professional retraining program "Higher library courses-distant" ("VBK - distant") with the use of distance learning technologies. The content of the program and the results of its implementation are presented.

Abstract
The work of the Third World Professional Forum “The Book. Culture. Education. Innovations” is reviewed in brief.
