SCIENTOMETRICS. BIBLIOMETRICS
Current Research Information Systems (CRIS) are to aggregate data on organizational research projects and their funding, on employers’ publications and intellectual property subject matters. The scientometric analysis is based on CRIS data to assess research output and innovative potential of organizations, and to make management solutions. The early loading of quality and reliable information is the most important task for CRIS. The Rospatent open data that allow for automated processing based on free (free of charge) licensing makes the potential source for data on intellectual property subject matters (patent and government registration certificates) for national CRIS. The studies evidence that despite publishing OD in machine-readable formats, their practical application is impeded by incorrect, incomplete and uncoordinated entries. Therefore, before loading. Rospatent OD have to be assessed for quality and to be improved, if possible. As for today, Rospatent OD quality is assessed by several criteria: accessibility, metadata completeness, feedback. However, at the content level, the open data have not been assessed. The purpose of the article is to evaluate the internal quality of Rospatent OD sets including information on inventions, utility models, industrial designs, computer programs, databases, circuit layouts, within the context of OD integration in CRIS systems. The quality is assessed in several characteristics: completeness, accuracy, consistency, expedience, and relevancy. The study has revealed incomplete, inaccurate and uncoordinated entries.
LIBRARY AND INFORMATION SERVICES
The author examines several provisions of using library’s domain name to personalize library and information services within the policy of library brand development and promotion. The library’s presence in the digital environment cannot be achieved without efficient branding strategy. It is vitally important to choose and use the “right” domain name to make users to identify the library’s website, to ingrain their positive associations – that is the main aim of registered service mark as the domain for the library’s website in the World Wide Web.
The author focuses on personalization function of the library’s domain name similar to that of the service mark, The domain name is cited in advertising, used in official email addresses and, as a result, the users associate it with the library on the whole and its brand, in particular. Inclusion of the service mark as a verbal image into the domain name is an essential element of developing concerted strategy of individualization in the digital space. Similarities and differences in the functions of domain names and service marks as instruments of personalization in library and information activities are specified. The main accent is made on legal characteristics of the library’s service mark and domain name. The author examines the possibility to personalize library services in the digital space with domain name, as well as she emphasizes the role of Russian-language domain in expanding online resources usership.
SCIENCE POPULARIZATION, CULTURAL AND LEISURE ACTIVITIES OF LIBRARIES
Increasing prestige of science, educating scientific and innovative outlook in population and its faithfulness to science and scientists make the priorities of the national policy. The authors present the findings of the survey of Novosibirsk library users (as the segment of society). The survey was to reveal their attitude toward science. The authors conclude: the overwhelming majority of users trust in scientific knowledge and acknowledge science significance. They demonstrate the willingness to keep pace with the latest developments. The specialized Internet resources and libraries are the main sources of information. The respondents are not eager to make decisions on science advancement and applying them, acknowledging that it is researchers and scientific communities that are to set forward research problems. It is of no account to the respondents which country researcher reside in. The users see the libraries as a depositary of scientific and popular literature, site for mass event intended to promote science. However their commitment is not that high: up to the half of the respondents “read sometimes”, and even less number attends popularization events (mostly tours). Probably, changing displays and diverse exhibitions would contribute to scientific knowledge promotion. The libraries are not at all times capable to provide access to scientific knowledge. The users are seen to be most interested in exhibitions on the subjects of psychology, medicine and technological achievements.
LIBRARY COLLECTION ORGANIZATION, DEVELOPMENT AND PRESERVATION
The Russian publishing market is analyzed from the library’ perspective, as the book publishing and book distribution market dynamics, including both book publishing and trends in distributing in different formats through various channels and technologies, affect significantly library collection development. The following problems are indicated: 1) completeness and accessibility of information on scientific literature being published; 2) procurability. The analysis is based on the statistical data by Russian Book Chamber, sector-specific report “The Russian Book Market”, etc. The dependence of quality of library collection development on the book industry status is emphasized. In assessing quantitative characteristics of scientific book publishing, the acquisitions indicators of RNPLS&T as a Mandatory Copy receiver, were used. The role of electronic library systems, library book pools, as well as of the National Book Platform and National Bibliographic Resource, both under development, is explored.
DIGITAL INFORMATION RESOURCES
The subject search in natural languages is the most difficult one due to phraseological ambiguities. To solve the problem, the information systems mobilize the terms in controlled dictionaries, e. g. thesauruses. The authors examine the classifications, thesauruses, subject headings, normative (authority) files within the context of the open networked space of the Linked Open Data environment (LOD). These links enable to enhance (complement) user queries with the words from other dictionaries, and to navigate through the other libraries’ systems for the resources. The authors explore the possibility of practical application of EUROVOC and GEMET thesauruses to expand search queries initiated by the users of RNPLS&T’s Single Open Information Archive (SOIA), Portal of Electronic Library (PEL) of the Parliamentary Library of the RF Federal Assembly and the thematic database “Ecology: Science and technologies”, which records could be potentially linked. The authors cite the study findings and characterize the problems revealed.
The article is prepared within the framework of the Government Order “Information support of scientific research of scientists and specialists on the basis of the RNPLS&T Open Archive as the scientific knowledge aggregation system, (FNEG-2022-003)” for the years 2022–2024.
The author examines the current problems of web-archiving practice in this country and abroad. The international standards and other important documents were retrieved and analyzed; the contextual environment (international projects and organizations) were explored, related Russian legislation is evaluated. The method of inductive information analysis was applied to analyze current publications on the subject, projects and initiatives, and websites of leading research and service organizations. The author analyses international standards in web-archiving, defines key technological problems, and discusses modern software products for copying web-documents. He also analyses the trends in webarchiving in the aspect of saving personal user accounts: allocating personal digital archives in the regional cultural web-collections.
The current status of national web-archiving is analyzed as the case study of B. Yeltsin Presidential Library which mission is to preserve resources related to the powers of the state: websites of governmental organizations and agencies. This group of web-documents can be replicated without any constraints as it comprises information on executive authorities. The author suggests a selective approach toward web-archiving, i. e. replication and building collections of webdocuments on socially important events.
MEMORABLE DATES. ANNIVERSARIES
The founder of library science in Azerbaijan “The founder of library science in Azerbaijan”, Abuzar Aly oglu Khalafov was born on December 25, 1931, in the village of Jil, located on the territory of Goych in Western Azerbaijan. In 1938–1945 he studied at a seven-year general education school, in 1945–1946 he worked on the collective farm named after Ali Bairamov. From 1950–1955 he studied at the library department of the Faculty of Philology of the Azerbaijan State University. Over the years, he worked as a teacher, senior lecturer, associate professor at the Library Faculty. In 1961 he defended his candidate’s thesis on the topic “From the history of librarianship in Azerbaijan” (1920–1932)”, and in 1975 he defended his doctoral dissertation on the topic “From the history of librarianship in Azerbaijan” (1933–1958). In 1978 he became a professor. These works, being significant and relevant, reflected the dynamics of the development of librarianship in Azerbaijan. He scientifically substantiated the goals and objectives of library activities, and carefully studied its pressing problems, and proposed his own ways to solve them. Abuzar Khalafov was the first to be awarded the degree of Doctor of Historical Sciences in library science. The authors emphasize the role of the prominent scientist in the scientific, pedagogical and cultural life of Azerbaijan by providing numerous examples. Abuzar Khalafov devoted seventy years of his s life to the librarianship of his country.
