Abstract

The author reviews and analyzes the status and prospects for the educational and library technologies and information market within the digitalized community. The increasing AI role, its advantages and drawbacks in education and publishing are discussed. The library behavioral models under the new circumstances are evaluated. The libraries’ role in education support and user services is emphasized.

Abstract

The 300th anniversary of the Russian Academy of Sciences is celebrated in 2024. Among its institutions, the libraries  hold a special  place as  depositories of scientific knowledge rendering research support services. The authors discuss the experience of the Library of the Kurnakov Institute of General and Inorganic Chemistry of the Russian Academy of Sciences. It was established in the second half of the 19th as the library of the Chemical Laboratory of the Academy of Sciences in St. Petersburg. The laboratory systematically purchased specialized journals, monographs and reference books demanded by the scientists, both on its own and through the Library of the Academy of Sciences. After the 1917 Revolution, the Laboratory went through several  restructurings,  and  in  1934,  along with other Academy departments  was  transferred  to  the  city  of  Moscow. All these events were affecting the Library, its status and name having changed in succession to the Library of the Chemical Institute, Library of the Chemical Association, and that of the Department of Chemical Sciences of the USSR Academy of Sciences. One century after its foundation, the library's collections  numbered more than 200 thousand copies, and it served all chemical institutes of the USSR Academy of Sciences. In 1973, the library became affiliated with the Library for Natural Sciences of the Russian Academy of Sciences and has kept this status till present day. Today, the Library is the depository of the comprehensive thematic collection of scientific literature, comprising the historical collection of the turn of the 19th-20th centuries and the most recent publications in general and inorganic chemistry.

Abstract

The author examines the place of scientometrics in the general analysis of Russian flow of scientific publications (and changes in the attitude toward this issue in Russia in the recent years). He focuses, in particular, on the information and software tools for scientometric research (scientometric databases – OBD). The problems preventing today from using Web of Science and Scopus DBs are noted. The author argues that the RSCI database (Russian Science Citation Index) is currently the most appropriate choice. The existing RSCI OBD functionality, its advantages and disadvantages, and experience are discussed. The author concludes on the possibility and expediency of the wider use of the RSCI OBD in Russian scientometrics (within the current situation), however, he argues that some further developments are urgently needed, in particular, in the aspect of specialized scientometrics-oriented tools. The RAS BEN experience in design and application of such tools is highlighted.

Abstract

The authors examine the specific publishing activities of universities and formulate the main challenges for academic publishing divisions.  Within  the study, eight publishing departments of Ekaterinburg universities demonstrated the following problems: decreasing circulation against the increase in the number of students; partial reversal from proprietary publishing facilities, loading of publications and e-publications into the electronic library systems, degradation of publications, unfair paper reviewing practice, decreasing funding and number of commercial projects, old age of employees of publishing departments, displacement of correctors, overloading of editors, low salaries, pandemic and sanctions consequences (increasing prices for paper and expendable materials, disruption of supplies, hardware challenges, etc.). Based on the analysis of publishers’ structure and management principles, the authors conclude on the stagnation in university publishing. However, the authors insist on some potential for preserving and improving publishing activities, and suggest optional solutions for several publishing problems.

Abstract

The experience of the CSAL in creating, maintaining and using the authority file of names of sectoral organizations is discussed. The characteristics of the authority file and information sources are given, methodological solutions for data generation are considered. The authority file is used to improve the quality of bibliographic entries by unifying access points, improving the processes of in- formation exchange and retrieval. Based on the authority file, the reference and information resource has been formed – the database “Authority File of Names of Scientific Institutions of the Agroindustrial Complex” is freely accessible via the Library’s website. The authority data on the names of scientific agricultural institutions include reference information and historical data, provide access to bibliographic information, connect resources within the single data network and enable to navigate the CSAL resources. The development of the authority file content and technology is reviewed. The content of the authority file is updated on the basis of the library collection and monitoring of data on organizations in external sources; besides, the new entries for the names of modern scientific agrarian institutions and agricultural institutions established in Russia in the 19th century are created. The OPAC-Global ILS replaced the earlier CSAL automated library and information system software, therefore the authority file was transferred into the new software environment.

Rujero Sergeevich Gilyarevsky is a prominent Russian scholar, Doctor of Science in Philology, Professor, one of the founders of information science, wellknown library scientist, Honored Scientist of the Russian Federation, Chief Researcher, Head of Theoretical and Applied Problems Division of the All-Russian Institute for Scientific and Technical Information of the Russian Academy of Sciences. Rujero Gilyarevsky is among the most remarkable, vivid, and versatile individuals in the information and library community. He is characterized by creativity, scope of expertise and high competence.
