The problems of providing subject search in specialized themed e-catalogs (the case study of RNPLS&T’s ecological database) are discussed. Vectors for linguistic instruments further development are suggested, including specialized themed rubricator, combination of classification and verbal tools.

Dissertation thesis is a qualification paper summarizing the work carried out by its author, and as a result of the public defence procedure the latter either acquires or does not acquire the scientific degree of a Candidate/Doctor of Sciences. Dissertation is considered to be an unpublished document, and it is to satisfy the certain demands. It is to report on the essence of the researched theme and on the scientific results achieved by the researcher, it should also contain all the necessary arguments in their support. The work is to be performed by its authors themselves. The Russian State Library is a unique repository of authentic dissertation theses defended in the country from 1944 on. In order to keep them safe and to provide a widest access to knowledge, Digital Dissertation Library of the Russian State Library was designed on the basis of modern information technologies.

The author examines specific characteristics of patent information use in patent research and the major vectors of All-Russian Patent and Technical Library work. The author points to changes in collection development technology, user services in remote access mode, designing information products intended to orient users in multiple information resources on the Internet. She emphasizes that the Library’s patent law collection is relevant, very important and the most complete specialized collection on intellectual property issues.

The history of international standards for ILL and Document Delivery e-messaging formats is discussed. ISO 10160 and ISO 10161 standards and a new standard ISO 18626: Information and documentation - Interlibrary Loan transactions are examined. Ongoing results of analyzing ISO 18626 standard at the State Public Library for Science and Technology of the Russian Academy of Sciences Siberian Branch are revealed.

Organization and conceptual characteristics of university training of library and information specialists due to transfer to the two-tier system of education are examined. Evolution of training library specialists in Chelyabinsk State Institute of Culture is analyzed. The author concludes that the education environment has been formed at ChSIC to support talents and professional competences of achievement-oriented specialists in the library and information sphere.

The author examines the university library activities in the changing education space and, in particular, she analyzes the processes of computer library system selection and use. New directions of library services are highlighted. The author concludes that university libraries stay major information centers in higher professional education system.

The databases of research staff papers make a popular resource of libraries. Enhanced with scientometric data, these resources offer efficient instrument of publication activity control. However, they fail to promote the publications to the wide audience or to increase their citation ratio. For this purpose, open access archive based on specialized technological software platform is seen as the more efficient.

The papers presented at the Section “Ecological information and ecological culture” Section within “Crimea-2016” International Forum and focused on teaching ecological philosophy in the information society are discussed. Special events, e.g. “30 years of Chernobyl NPP catastrophe”, V.I. Vernadsky Forum “Open access and reading infrastructure”, “Building ecologically oriented library space” are reviewed. The Section conclusions are offered.

The author analyzes various situations that influence the pertinence of Web of Science database search based on subject queries in several taxonomic groups (the case study of RAS Library for Natural Sciences users). General recommendations on formulating these subject queries using Web of Science search instruments are formulated: a) synonym taxon name and ambiguity of taхon range definition by different authors; б) exclusion of non-profile subject areas from search results enables to deselect homonymic terms. The paper is devoted to the anniversary of RAS SB Novosibirsk Research Center Central Library the division State Public Library for Science and Technology of the Russian Academy of Sciences Siberian Branch. The origins of the Library are highlighted. The integrated information resource under the review reflects not only the history of library services but also the current stage on technology implementation, libraries and science reforming. The significance of the resource for the librarians and researchers, who study the history of librarianship in Siberia, is emphasized.

Design and use of digital resources at universities are discussed. The conclusions of testing optimal model of university library’s collection development are made. Experimental stages are described: the issues of building university’s digital information and education environment, collection compliance with disciplines standards, budget minimization through purchasing access to digital learning resources, teaching skills of digital publication use and resource use control for education to use are discussed. Interaction of digital library systems and digital information education environment is highlighted. The necessity for investigating into the functionality of university digital resources and finding appropriate solutions is justified.

Integrating the Sci-tech library and the Editorial and Publishing Department of Krylov State Research Center into a single division - The Information and Publishing Center is discussed. The author emphasizes that the efficiency of this solution is proved by several improved indicators. He focuses rather on the achievements than on the integration process itself. He also offers his recommendations on integrating publishing services and sci-tech library resources to top managers of organizations and universities and argues that the accomplished integration procedure is applicable to any institutions or professional training area.

The Virtual International Authority File (VIAF) is a joint international project of national libraries and organizations generating name authority files. The origins of VIAF project, VIAF organizational structure, its goals and tasks are described, project members are introduced. The VIAF architecture and the components are examined in particular, search features are characterized. The author concludes that the VIAF project becomes a component of the Semantic web structure and a model for presenting library linked data internationally. The VIAF long-term goal is to integrate authority name records of the authority files being generated by national libraries and bibliographic agencies into a single authority control service.

The findings of the study of Moscow librarians’ value orientation are discussed. The participating libraries and study instruments are listed. The values most significant to librarians and information specialists and the impact on preferred professional behavior pattern are revealed.

The history of establishment and dissolution of the Office for People’s Education - that succeeded the Russian State Library for People’s Education established on the initiative of prominent pedagogue and bibliographer V. I. Charnolusky - is discussed. The shady role of People’s Commissariat of Education (Narkompros) and the Lenin Library that undertook the Office’ staff, collections and card catalogs, is revealed.

The 20-th Anniversary Conference «Information technologies, computer systems and publications for libraries» - «LIBCOM-2016» (November 14-18, 2016, Suzdal) is reviewed. Several events on the program are highlighted, e.g. The first annual meeting of the National Library Association “Libraries of the Future”, Conference Central Discussion Site, and special program by Moscow State Institute of Culture “Trends in modern library education”, the workshop and round table «New technologies and corporate libraries’ interaction». Some peculiar features of the anniversary conference are discussed, conclusions are made.
