Abstract
The authors argue that bibliometrics has become the most important instrument to assess scientific and research activities. However, the information resources often fail to supply correct bibliometric data. Some paradoxes of data retrieval in several bibliometric information systems are examined. Within the RSCI system, the works published before the authors were born sometimes are included into their publication lists. Within the Scopus system, when calculating Hirsch index, we found that for some reason this indicator differed and some publications at some point dropped out of the list. Besides, sometimes bibliographic description in the databases is incorrect: publications on researchers are described as if authored by these researchers. Other paradoxes due to the race to the top publication activity and related risks are also considered.

Abstract
The need for structural systematization to reveal and compare the conceptual framework for library forms separated into the theoretical type reflected in the ideal construct of “the Stolyarov’s library” is substantiated. The library form structure is determined in a vicarious manner through conceptual schemes. The concepts that correspond to appropriate library forms are represented as logical systems (as if the library is being established in reality) and through the schemes. The groups of the library type four elements reflect the conceptual schemes: libraries as a social institution (corresponds to public libraries) and personal libraries (individually and family used libraries). Using conceptual schemes for systematization enables to divide all the libraries, according to their structure, into two groups that differ significantly in their social mission (serving communities, or the society; and serving individuals, or individual families). Differentiating existent libraries by their conceptual structure would further enable to design a general and consistent hierarchical library classification. Structural systematization is the essential intermediate stage when developing natural classification.

Abstract
The main stages in the history of MEPhI National Research Nuclear University Library and its achievements are highlighted; the issues of library automation, e-catalog and www-site (one of the first among those of the university libraries), digital services and remote ordering, user, consulting and reference services are discussed. The innovative approach towards library and information support of education, science and research in the MEPhI University is reviewed. The key library and information services, in particular, those related to the researchers’ publication activity, are analyzed. The virtual space for communicating with the students, social networking, current trends in library services based on user individual preferences are also in the focus. The cultural traditions of the University and its Library are reviewed. The article is prepared on the occasion of the MEPhI Library 75-th anniversary.

Abstract
The problem of changing information technologies and libraries’ demand for new methods of information analytical and synthetical processing are discussed. The findings of 2000-2017 document flow examination are presented. The authors emphasize that there has been no studies in abstracting www-sites, portals, and blogs. The need for updating abstracting terminology is substantiated; the clarified definitions of the terms “Internet resources”, “Internet resource abstracting” “annotation” are given. The main types of annotations essential for designing digital guides are characterized, i.e. reference and recommendation, extended and concise, descriptive and abstractive types. The method of formalized www-site abstracting is suggested to improve designing library digital guides of Internet resources. The annotation structure comprises four blocks, namely identification, topical (content-driven), service, and chronological ones. The annotation depends on its type and purpose. The consequence of technological operations when annotating is described. The advantages of the formalized abstracting method are emphasized, i. e. less intellectual and time input, improvement of abstract quality.

Abstract
When selecting world scientific serials for certain disciplines in the natural and technical sciences, the indicators of selected publications citation in specialized journals and the specialized journals citation in the selected publications are used. The study was conducted within the topics “Energy security and energy conservation, energy efficient technologies and engineering». Total citation in individual specialized journals was calculated along with the “discipline impact factor” - an indicator similar to the impact factor having in its numerator the value of citation of journals in the selected specialized journals rather than the whole range of journals being indexed by JournalCitationReports®. The serials were also selected by their total citation of the selected specialized journals. The indicator similar to the “discipline impact factor” is calculated as the fraction of the number of the serials’ links to the specialized journals publications in “the citation window” made by the serials being assessed on the specialized journals publication within the “publication window” and the citing publications in “the citation window”. In all the cases, the citation window equals one year, and the publication window equals “5 + 1” years, i.e. five years prior to the year when the links are being recorded.

Abstract
The author speculates on the international cooperation in preservation of the world and national cultural heritage and book monuments. She argues that the CIS libraries make the global and national cultural heritage as they perform the memorial, information and educational activities. International, regional and national regulation documents along with the information technologies and multimedia make the basis for preservation and accessibility of cultural monuments. The UNESCO and CIS conventions determine the general principles, approaches and rules of international cooperation in the cultural monuments preservation and management. Preservation and Conservation and Memory of the World programs are intended, above all, to educate staff, to develop standards, guides and methods. The essential conditions to preserve book monuments are specified: implementation of new technologies, hard- and software, cooperation with foreign libraries, museums and archives. The activities of the Eurasian Library Assembly Preservation and Conservation section is reviewed, as well as the model law on book monuments developed within the framework of the CIS Library Code.

Abstract
The review of the monograph by Yury Nikolaevich Stolyarov (The origins of the book culture [Istoki knizhno kultury] / Yu. N. Stolyarov; Ed. By V. Ya. Rushanin, Chelyabinsk State Institute of Culture. - Chelyabinsk: ChGIK, 2017. - 500 p.) reveals the contribution of Yury Stolyarov into the documentological knowledge. His book is unique due to the scale of presented empirical material and the depth of investigation of the origins of the written culture, namely, the myths, tales, folk stories and songs, epos and religious beliefs. Consistent and appropriate application of the research tools of sociocommunicative, system and culturological approaches enriches significantly the methodology of documentology, contributes to the bibliological knowledge and facilitates further understanding of the book, document and spiritual culture of the humankind. Yu. Stolyarov innovatively reveals the specific features of each of the book culture origins through the rise and development of the document monument system elements, i.e. semantive, signitive, synactive, temporal, pragmative, material and structural. The reviewer substantiates that Yury Stolyarov’s theoretical generalizations based on the study of unprecedentally large-scale empirical material and the deep chronology of book culture origins make this publication by Yury Stolyarov the fundamental, encyclopedic work.
