The reform of the Russian Academy of Sciences (RAS), creation of the Federal Agency of Scientific Organizations (FANO), a change in legislation, the integration of three academies: Academy of Sciences, the Russian Academy of medical Sciences (RAMS), Russian Academy of agricultural Sciences (RAAS); restructuring of research institutions - served as prerequisites for changing RAS library system and called for the regulation of interaction and relationships between libraries within the system of scientific organizations. In these new conditions, a new concept of library and information support of scientific research is required to identify mechanisms for the uniform distribution and optimal development of libraries under FANO jurisdiction.

The activities of RAS LNS Interlibrary Loan Services are examined. Statistics of meeting research information needs of researchers in 2010-2014 by the Interlibrary Loan Services is introduced. Impact of the library collection content on the service efficiency is analyzed. Based on the statistical date acquired, the author argues that the Library`s ILL and EDD services are the promising vectors.

The potential of classification information retrieval languages in digital environment (both the functions inherited from card systematic catalogs and the new ones acquired for computerized environment) is examined. The problems of search by classification numbers are addressed and the solutions are offered.

The experience in building document digital copies in Karelian libraries is discussed; the conclusions of the webinar “Building quality digital documents at the National Library of the Republic of Karelia” and the findings of the participants polling are examined.

The author examines the rights and responsibilities of members of directorates, social institutions, or advisory bodies, department heads in managing university libraries as social institutions. The responsibilities of top managers are described in detail.

The State Standard GOST “Electronic documents. General types, entries, publisher`s imprint, technological characteristics “ is reviewed in brief. The terms of “information object”, “Electronic Document”, “information resource”, etc., are compared. The author concludes on inconsistency of the term “information resources” and suggests to eliminate it.

New draft standard to introduce basic terms related to electronic documents is analyzed. Its positive characteristics as well as discrepancies and contradictions to be eliminated are discussed. The author insists however that her conclusions are of polemical character.

The experience of further training of top managers and other professionals of Belarus libraries in the area of “Software support of automated library and information systems” and awarding the qualification of software engineer is discussed. The academic disciplines within this new qualification are listed; links to official documents, namely, The Educational Standard and Sample Academic Plan for retraining in this area is given.

The author presents new textbooks in the series “Bachelor of library and information work” published in fall 2015, - “Library reference and search apparatus” and “Library collections”, reviews and gives his opinion on the publications.

The program of the International Library and Philosophy School, 12-th session, organized on the basis of the partnership between the State Academy of Requalification of Workers of Art, Culture and Tourism and Kaliningrad Regional Scientific Library is introduced. Main topics and vectors of professional discussions are analyzed.
