Abstract

The findings of the study of Russian publications array of 2010-2019 are presented. The dynamics for the ten-year period (2010-2019) is demonstrated. For completeness, two of the most authoritative international polythematic resources, i. e. Web of Science Core Collection (WoS CC) and Scopus, were analyzed in parallel. The dynamics of Russian publications is presented in two versions: all types of publications indexed by the systems, and selected types of publications (research articles, reviews, book chapters, and letters). The positive dynamics of the share of Russian publications within the global array was determined, as well as the increase in Russia’s rating positions in terms of the number of publications in the period 2010-2019, were determined. The publications with Russian participation are represented in all 153 science areas (the WOS CC classifier "Research Areas"), however, the barrier of 1% of the total segment of Russian publications reflected in the WoS CC was cleared just in 42 areas. It is demonstrated that in the recent years, along with the decreasing tendency for the share of publications in physics and chemistry within the Russian publication array, there has been an increase in the rate of publications in the technical, social sciences and the humanities. The Emerging Sources Citation Index (ESCI), a WoS CC member since 2015, promotes intensively the works in the humanities and social sciences to the world publishing space. Despite the decrease in the rate of physics and chemistry in the Russian publication segment, these areas remain the undisputed leaders in the share of publications in WoS CC.

Abstract

Collaboration is one of the most efficient forms of cooperation within the system of continuing library and information education. The study is based on general scientific methods, including that of institutional analysis. The study subject is collaboration as an instrument of interaction and joint efforts, wшер the results to be actualized through exchange of knowledge, experience and skills in a specific educational ecosystem. The study object is collaboration within the system of continuing library professional education. With resource, organizational and process approaches, the essence of the concept of "collaboration" is identified; the focus is made on its special institutional structure and role in efficient interaction between the subjects of knowledge economy. The essence of the definition of "educational collaboration" is revealed, taking into account the inherent features and various individual approaches to its interpretation. The experience in building the  collaboration of library continuing education providers, i.e. "LENINKA" Corporate University of the Russian State Library and Department of Continuing Professional Education of the State Public Scientific and Technological Library of the Russian Academy of Sciences Siberian Branch, is analyzed (20192020). The special role of collaboration in providing continuing professional education to Russian library specialists is emphasized. It is demonstrated that collaboration in education facilitates co-organization of professional communities, render their activities more efficient and highly demanded within the digital economy and knowledge society.

Abstract

The significance of digitalization of visual sources in rare science books for potential research and studies is emphasized. The consistent information growth in the modern world evokes the problem of selecting sources. Often, the significant fraction of these sources is outside the purview of researchers, which results in information entropy. This is particularly true for the rare scientific books and their visual components. Until recently, the visual sources, i. e. films, photos, posters, postcards, etc., remained outside the scope of scientific research. The author argues that visual information as presented in rare science books can be an important source of information for science owing to its accuracy, image clarity, reliability, and information value. Involvement of the RAS Library for Natural Sciences in the library collection digitalization programs is discussed. The examples are provided to demonstrate the scientific and information value of visual sources in rare science books. The conclusions are made on the importance of digitalization of visual sources in the DL of rare books. This approach enables to expand library information foundation for specialized scientific research in various fields of science as well as for educational programs, which would be of practical significance in perspective.

Abstract

The upgrade project for the Electronic Library of the National Library of the Republic of Sakha (Yakutia) is discussed. The goal is to provide remote access to its digital content, to expand and develop library information services in the digital environment. The e-library enables to improve library services of the republican population and to raise the profile of the library in the modern technological world. The elibrary’s new services emerge at the synthesis of new information technologies (implementation tool) and new approaches to traditional library and bibliographic processes. The user-group oriented segments were designed ("School", "Reading since very birth", "Science in Yakutia", "Electronic publishing house") which enables to meet information demands to the fullest extent possible. The options for using personal accounts, statistical performance indicators, e-library document collection, resources selection and systematization, and grouping methods are characterized in brief. The search instrument makes an important performance indicator; it can be used for every segment and collection and is locked to descriptive metadata fields for all types of resources (formats). The concept of creating Single Library and Information Environment based on the National Library of the Republic of Sakha (Yakutia) provides the organizational and technological prospects for the e-Library.

Abstract

The study is novel in that the author attempts to define unequivocally the term "information resources" to be integrated into scientific, professional and regulatory discourse. The concept of information resources is one of the key ones for building information society and information space, meanwhile it has been still interpreted equivocally. The author analyzes the meaning of the term “information resources” as used in reference, legal, regulatory and scientific documents. He also reviews its historical background from the very introduction till nowadays. In considering the phenomenon of information resources, the author proceeds from the category "knowledge," which serves as a link in embracing the nature, development and use of technologies, and life activities. This approach forms the basis for the model of information resources circulation from individuals to the society using computer and communication technology. The importance of information resources in the era of information space development is emphasized. The author proposes the component structure of information resources to comprise five elements: the society, hardware, software (software), data and knowledge bases, and communication. Each element of this structure comprises a number of complementary components. The findings of the study evidence on the significant role of the term in research, library and information activities, as well on the need to include this term in law and regulatory documents.

Abstract

The article is written on the jubilee of Natalia Viktorovna Lopatina, Russian scholar, pedagogue, and science leader. Her biography and key activities are reviewed. N. V. Lopatina graduated from Moscow State Institute of Culture (MGIK) in 1992, and since that she has been teaching at the institute; in 1998 she became an associate professor, and later, in 2005, a professor. In 2011, Natalia V. Lopatina was appointed an academic secretary of MGIK Dissertation Board, and since 2020, she has been heading it. Her role in improving the Dissertation Board activities is emphasized. In March 2015, N. V. Lopatina completed her doctoral dissertation in pedagogy. She is the Editor-in-Chief of the professional journal «Culture: Theory and practice»; she also heads the chair of library and information studies (previously, the chair of library studies and bibliology). Today, the chair comprises seven Ph. D. and D. Sc. who are able to solve the most challenging educational, research and intellectual problems. Selected research and academic works by N. V. Lopatina are reviewed in brief.

Abstract

The article is written on the 80-th anniversary of Kazim Omarovich Omarov, Candidaate of Sciences in Pedagogy, Professor, and President of Dagestan Association of Librarians. He made a great contribution to library professional education and training librarians in the Republic of Dagestan and Northern Caucasus on the whole. Omarov’s biography is reviewed — his pedagogical, academic, research and public activities. His contribution as the head of library studies and bibliography (1983—2008) is emphasized.

Abstract

For the first time, the findings of the comprehensive study of the contribution of military scientific libraries to the First All-Russia Congress of Libraries held on June 1-7, 1911, are published. The study was based on archival and prerevolutionary published sources. Four participation forms are distinguished: 1) preparation for the congress (leading role in various commissions organizational, preparatory commission for academic and special libraries, presidium of the section of public, academic and special libraries, as well as in the development of questionnaires for academic libraries); 2) work at the congress (speeches delivered by A. R. Voynich-Syanozhentsky and S. D. Maslovsky, discussions, chairing sections, secretarial responsibilities at the sections); 3) activity at the exhibition (presentations); 4) analysis and evaluation of the congress and its results. The study enabled to specify, systematize and significantly expand the knowledge of the role of military scientific libraries in preparation, organization and work of the First All-Russia Congress of Libraries. The historical experience of joint efforts of military and other library types evidences on the efficiency of such cooperation and the need to use it at the present stage.

The findings will be useful for the professionals at military scientific and scientific libraries developing cooperation, as well as for researchers investigating into the history of military libraries, and organizers of library events, e.g. congresses, forums, congresses, symposia, assemblies.
