Complex methodology of scanning quality control within digitization of HAC’s archival documents

Abstract
The authors describe the complex methodology of scanning quality control within digitization of the Higher Attestation Commission’s (HAC) archives. Expanded access to the digitized documents is to strengthen performance of the Researchers and Academic Staff Attestation Department and other divisions of the RF Ministry of Science and Higher Education and to facilitate studies and analytics for building, updating and upgrading the HAC’ document e-archive.
The authors examine the principles of scanning quality assessment; discuss quality parameters and their control methods. The HAC document types, their scanning and further processing methods are chosen for achieving high quality for each document type. Scanning quality is a crucial requirement in archival digitization to ensure original content transfer, authenticity and information completeness preservation, to facilitate researcher and user access to archival materials, to prevent wear of originals and to prolong their life, to ease further copying, study and analysis.
The authors suggest the complex methodology of scanning quality control as a model for building e-archives and e-libraries.
