LIBRARY HISTORY

13-25 321
Abstract

The author examines the issues of preserving and promoting the historical, scientific, and cultural heritage of the Institute of Culture. She characterizes the heritage and the main ways of its promotion (through publishing scientific and educational works, organizing library collections, building digital resources, hosting various events, loading digital content about the Institute to the Internet environment, etc.). Special attention is paid to the capability of the specialized (library) department to solve the issues of creating, promoting, and preserving the university’s heritage as the educational and research problems. Several aspects of interaction between the Library Department and the Scientific Library of Kemerovo State Institute of Culture are discussed. The main research methods applied were: bibliometric analysis of indicators of scientific output of the faculty and students, as provided by external digital information aggregators, as well as the direct analysis of departmental reports. The Institute of Culture is seen as the object of cultural heritage for educational and scientific purposes of students of the Department Faculty of Information, Library and Museum Technologies.

The author concludes, in particular, that close integration of the Institute’s library and its Library Department enables to solve complex problems related to the institutional heritage. The findings of the study may be applied in other institutes and universities of culture of the Russian Federation.

SCIENTOMETRICS. BIBLIOMETRICS

26-39 423
Abstract

The author discusses the results of scientometric assessment of Russian agricultural and forestry academic journals included into the RSCI database, HAC List and RCSI as of 2022. The essential bibliometrical data were obtained from the RSCI database. The serials selected for the analysis fall under the 68.00.00 index of the State Rubricator of Sci-tech Information (SRSTI).

The author substantiates the validity of bibliometrical indicator of publication importance, namely the 5-year impact factor without self citation. He investigates into the journal information capabilities from the perspective of published articles and open access to RSCI database. The level-structured values accepted for ranging the impact factor (from minimum to maximum) included in RSCI, HAC, and RCSI, are provided; the average values make, correspondingly, 0.381, 0.470, and 0.623. The most significant scientific journals are revealed by their impact factor and SI, and by the number of published articles and accessibility via RSCI. The author emphasizes the drawbacks of HAC and RCSI resources, among them inclusion of low-cited and low SI journals. He also favors the proposal to develop the integrated method for journal ranging and, on this foundation, to build the national database of scientific periodicals.

Abstract

The presentation of research outcome is a stage of new knowledge promotion and researcher’s academic development. Today, scientists enjoy the widest communication opportunities, in particular, through publications in academic periodicals as the priority communication chanel. Despite somewhat conservative attitude toward articles as a way of communication, one cannot deny the changing methods of article assessment. These methods are too innovative to assess their potentiality and viability. Then, increasing information content of published articles stipulates continuous search for the instruments to assess content value and relevancy. The study resulted in specification of informative characteristics of scientific articles that influence significantly their representation in the rising flow of scientific information. The authors emphasize that through their well-balanced application, they will increase scientometrical indexes and altmetrics as calculated by the information analytical databases. The authors argue that comprehension of the value of scientific articles in the context of the national science and various disciplines, as well as of the economy-wide informatization, is one of the academic competencies. Within the study, the analysis of scientific articles is based on the publication activity data for the educational organizations of the RF Ministry of Internal Affairs accessible through Science Index system.

STANDARDIZATION IN LIBRARIANSHIP

63-81 424
Abstract

Many researchers find it difficult to choose standards for their bibliographies and references. Therefore, the publishers often have to make the bibliographical descriptions over, depending on the entry purpose. In fact, two standards regulate the bibliography and references presentation today, which is the origin of concern of the authors, publishers, and librarians. The authors review the literature on this problem. They analyze the terminology and instructions on how to apply and draw the book bibliography up. They also discuss the terms “bibliographical list”, “bibliographical reference”, and cite several general recommendations and studies. Today, the changes in SIBID standards enable to separate clearly the two concepts that appear closely interconnected in the guides and dictionaries, i.e. what the bibliographical list and what the bibliographical reference is. The authors specify conditions for using bibliographical lists and references.

DIGITAL TRANSFORMATION OF LIBRARIES

82-102 382
Abstract

This is the first of two articles on the problem. The theoretical significance of the article lies in the demonstration of the potential of library user digital profiles (DP). The author examines the following problem components: a) user DP structure with specifying the layers – subject, object, domain, communications, and b) layer function – identification, clusterization, filtration, and collaboration. For each layer, the dominant factors are identified that enable to model, structure and use DPs for proactive meeting of library users’ information demands. The practical value of the study lies in the DP development and application for services personalization: proactive building awareness of new acquisitions, digital user support and curation, support of research projects; reconciling library collection and the demands of core user groups (collection structure enhancement, changing of the policy of acquisitions, cataloguing, and library services promotion); need-demand interdependence through using DP information, which makes acquisitions and services more efficient; and accommodation of library activities with local community’s plans and expectations.

DIGITAL INFORMATION RESOURCES

103-125 365
Abstract

The author examines the issues of volunteering information support through thematic information resources development and dissemination. She analyzes relevant information resources developed by several libraries and reveals the problems affecting the effectiveness of information support for the institution of volunteering in general, and in the library and information sector, in particular. The author addresses the main problems and provides the case study of volunteering information resources as presented on the official websites of federal government agencies. An attempt is made to systematize information resources on volunteering. In conclusion, the author offers her recommendations on how to build the integrated system of volunteering information support, and emphasizes one of the proposals partially implemented within the framework of this study.

BIBLIOGRAPHIES. REVIEWS

126-135 276
Abstract

Textbook review: Korshunov O. P. Bibliography science : Textbook / O. P. Korshunov, N. K. Lelikova, T. F. Likhovid ; under the general editorship of N. K. Lelikova. 2nd edition, revised and expanded. St. Petersburg : Profession, 2023. 334 p. (The textbook for the bachelor’s degree course).

The textbook continues the tradition of “Professija” Publishing House of publishing practical guides, reference and educational literature in bibliography. All the publications are in great demand, both among practitioners, the faculty and students. For example, the “The Bibliographer's Handbook” has gone through four editions. The textbook by I. G. Morgenstern for many years has been the main source of knowledge for the students in the context of the “General Bibliography Science” course. The peer-reviewed textbook by O.P. Korshunov, N.K. Lelikova and T.F. Likhovid is published in its second edition. The authors of the textbook present the material based on the system-activity, documentary, information and communication concept of the general theory of bibliography origins as introduced by O.P. Korshunov. The textbook consists of three sections: “Fundamentals of the theory of bibliographic information”, “Bibliographic activity – the central category of the theory of bibliography”, “Bibliography science – the science of bibliography”. The lists of recommended reading are provided at the end of each section. A Dictionary of Basic Terms is a valuable addition to the main text. The textbook material is significantly amended, as many new standards on bibliography were introduced and changes were made to the terminology, with the factual material updated.
