CURRENT STATE AND STRATEGIES FOR LIBRARIES
The author discusses in detail the findings of the first stagе of the study of library ecological movement prospects. The study was accomplished by Ecology and Sustainable Development Group of the Russian National Public Library for Science and Technology (RNPLS&T) in 2024. The author describes the survey structure and explores the feedback. The obtained information enabled to develop the profile of libraries engaged in ecological education, to identify the most popular approaches to environmental knowledge popularization, and to accumulate librarians’ views on ecological movement and its conceivable prospects. Respondents emphasized the need for complex theoretical and practical developments to engage child readers, importance of ecological local studies as the key activity, and the need for methodological support and partnership. The survey also reveals the contradiction between desirable and real situations in audience targeting in ecological education, and movement coverage in digital space. The author points to the differences in the green library conceptualization between Russian and foreign librarians and re searchers. Based on the first stage findings, she concludes that the terms have to be refined and unified, while the methodological aids have to be developed in the con text of Russian library practice. The second stage questionnaire will focus on the library contribution to the RF national development goals, green librarianship terminology, and possibilities for the libraries in the era of digital transformation.
INTERNATIONAL LIBRARY COOPERATION
The author offers the complex analysis of libraries as potential world heritage objects under UNESCO programs, as well of the barriers hindering the recognition of this status. He emphasizes the long collaboration between UNESCO and International Federation of Library Associations (IFLA) as a key mechanism of libraries integration into the global system of world heritage preservation. The author characterizes the main vectors of this cooperation, namely “Memory of the World”, “Information for All” programs, and UNESCO/PERSIST project, for enhancing sustainability of digital heritage, as well as for protecting cultural values in crises. Based on the critical analysis of foreign and Russian studies, the author concludes on significant conceptual gaps in the scientific discourse. The Atlantocentric approach dominant in foreign publications ignores the possibility for alternative heritage systems, while the Russian studies are terminologically fragmented and focused on applied rather than on strategic aspects. Politicization of initiatives, e. g. Blue Shield, and lacking methodological foundation in joint UNESCO/IFLA documents and nomination criteria for the libraries, in particular, and academic libraries, to be included into the World Heritage List are of no small concern. The study findings evidence that despite the sustainable UNESCO-IFLA cooperation platform, these organizations fail to develop a system approach toward recognition of the libraries as heritage objects which requires new criteria and procedures, with con sideration to alternative systems, e. g. BRICS.
SCIENTOMETRICS. BIBLIOMETRICS
Within the modern knowledge information ecosystem, the challenge of Hirsch index constraints clarification is relevant, particularly when the staffing, funding, and institutional decisions increasingly depend on quantitative metrics, and, at the same time, on emerging regulations of responsible assessment within the framework of DORA and CoARA initiatives and changing national regulative modes. The study purpose is to classify and to analyze thoroughly the key Hirsch index constraints and its modifications to be applied to assessment practices of science and specialized libraries, research divisions and expert boards. Methodologically, the authors accomplished the narrative review with the elements of knowledge domain review. Based on structured search in Web of Science, Scopus, Google Scholar, Crossref/OpenAlex and RSCI/core for 2020–2025, the authors analyze the peer-reviewed scientometrical studies, institutional reports, and regulative documents focused on Hirsch index. Through theme-quantitative grouping and critical synthesis of secondary data, the constraint groups are revealed, i.e. metric methodological and replicable, infrastructural ethical, and administrative regulative groups. The Hirsch index variability dependent on a database, index value volatility, sensitivity to self-citation, co-authorship, open access modes, retractions and retrieval protocol differences are demonstrated. Based on the comparison of the international and Russian agenda, the authors formulate the operational scheme of responsible Hirsch index application within the multitracer dossier comprising the normalization requirements, author contribution control, and data extraction proto col transparency. The originality of the study lies in the integration of separate research findings into the management framework to address the fast-changing metadata infrastructure and Russian segment character, thus expanding the instrumentality of library information analytics.
MODERN INFORMATION TECHNOLOGIES. DIGITAL TRANSFORMATION OF LIBRARIES
The authors discuss the cognitive approach to designing easy-to-use intuitive user interface to access institutional information resources in comfortable working modes. In designing interfaces, the goals and tasks of users as information consumers must be prevalent. The authors propose to apply the cognitive approach to designing user interface which takes into consideration user’s cognitive activity and his/her cognitive processes in their interaction with an information system. This approach enables expeditious and friendly human-computer interaction. The authors suggest to use human-computer interaction models and to apply cognitive ergonomics methods for designing ergonomical user interfaces. They demonstrate that modern information technologies, while offering new possibilities, put forward new requirements to designing human-computer interaction with information systems and STI complexes. The authors provide the case study of Research Institution Publication Performance Control System. Plotting of user job profile, or the multiaspect description of activities (including cognitive) in interaction with the information system, is discussed.

Increasing insolvency requests to Rospatent demand improvements to be made to its data retrieval system. The authors discuss the general schemes of information system operation in processing queries received on paper, via email, or feedback platform. The main three drawbacks of technologies working simultaneously were identified. Their analysis enabled to enhance Rospatent information system and to allow insolvency officers to search independently for registered patentee (author) intellectual property items within the procedure of bankruptcy of legal entities and individuals.
Fast information retrieval and reference generation (response time up to 3 sec); unauthorized data access and DoS attacks prevention; scalability for extensive queries; consistent 24/7 operation; correct operation with main browsers (Chrome, Firefox, Safari, Edge); intuitive and user-friendly interface are among the functional characteristics of the implemented information systems.
RESOURCE DESIGN AND ALLOCATION WITHIN LIBRARY TECHNOLOGICAL PROCESSES
The author examines the problems of resources and scientific communication actors as related to the idea of the revival of the Russian system of sci-tech information and the task of building the register of research resources. The author describes the RAS INION (Institute of Scientific Information for Social Sciences of the Russian Academy of Sciences) project of such register in historical and philological disciplines. The goals, subjects and study area are defined. The author identifies and reviews in detail the key categories of related institutions along with other categories being examined on the top hierarchical levels. He also discusses the methodological aspects of the register acquisition and registration of the the actors of the Russian scientifiс communication, in particular, actors classification by various attributes, problems of their detailing in large hierarchical institutions. As the case study, the HSU NRU historical and philological resources are analyzed. The issue of the actors’ government affiliation is discussed. The author cites the statistical data on the project and describes several actor categories. The organizational aspects of building the national register of scientific communications are considered.
OPEN ACCESS DIGITAL RESOURCES. OPEN INFORMATION ARCHIVES
The robust, standardized metadata generated strictly under the scheme make research findings discoverable and understandable for users and information retrieval systems. Acquiring high-quality metadata for open access scientific resources and their harmonization with schemes and standards enhance visibility and citation of research findings, retrieval performance, proliferation of research, cooperation, and thematic structures studies. The goal of this study is to identify the spectrum of metadata and metadata schemes as reflected in the open access resources (ROA). For this purpose, the following problems were solved: 1) the list of fields of metadata, schemes and standards was examined, 2) the key elements of metadata for publications indexed in the largest ROA (Google Scholar, OpenAlex, Dimensions and Lens, and in the Russian Resources RISC and Cobalt) were identified. The author concludes on the prospects for the discovery resources and scientific information processes and on the need to consider evolving functionality, increasing discoverability of metadata accuracy and completeness. Elimination of record ambiguity with identifiers and record standards, linking metadata in different resources, introduction of extra metadata field to assess research results and to classify in the ROA classification, will enable relevant information retrieval and re duce document management in various information retrieval systems.
BIBLIOGRAPHIES. REVIEWS
The reviewer analyzes the ideas discussed in the book by Valery P. Leonov “The time of libraries”. Leonov’s study comprises 5 essays where the category of time is examined in the context of its perception in the humanitarian disciplines (library science, bibliography). Based on research publications, he identifies the models of time, namely functional, grammar, infinitive, speculative, verbal, mathematical, and constructive) and analyzes time – space and time – memory relations. V. Leonov concludes that time is not just the physical measure but also human subjective perception related to his or her personal memories and experiences. Time is characterized by sequence of events, circularity, distinguishing of the past, present, and future. Here the link between time and memory, transformation of possibility into reality are observed. Valery Leonov substantiates the importance of time cate gory for the librarianship and bibliography. The libraries operate in the changing sociocultural environment, so they can be characterized in temporal relations.
The reviewer emphasizes the relevance of Leonov’s book that covers the wide range of problems and, in particular, the new aspеct of library studies within the space – time continuum.
DISCUSSION CLUB
Based on the analysis of the global information support of science and technology, the author proposes solutions for radical reorganization of Russia’s system of sci-tech information which would provide nearly 100% coverage of the documentary flow and, at the same time, simultanenous user services relevant to every possible information need of researchers. The approaches toward building the integrated automated bibliographic control system allow to address the following organizational and engineering challenges:
Development and introduction of the national standard that binds over publishing organizations or institutions applying to confirm document status to deliver metadata. Beside sci-tech publishers’, the list of these institutions has to comprise all research repositories, Higher Attestation Commission, Rosstandart, Rospatent, and similar organizations that generate the academic information stream.
Development and introduction of the national standard of identifier of science and research documents that would enable publishing institution to generate unique codes to reflect, among all, the type of publication (monograph, article, pa per, abstract, research report, patent, etc.).
Finally, a federal digital platform has to be established to register the national repertoire of scientific and educational literature and, at the same time, to offer the full spectrum of services of information support of the country’s research and educational sphere.
The scale of potential science information support and reforming demands the decision on radical transformation of the State System of Sci-tech Information to be taken at the federal level.
