Abstract
The journal version of the Annual Report presented at Crimea-2017 Third World Professional Forum (full-text version was published in the brochure distributed among the Forum participants). Modern trends, particularly The Big Data (which is reality at libraries, universities, research centers, archives, museums, as well as publishing and book trade), open access and digitizing of information sources are analyzed in detail as major factors of information environment development. The statistics of the rise in information content is given. The extracts from the UN resolution «Transforming our world: the 2030 agenda for sustainable development» adopted on September 25, 2015, and set to forth starting January 1, 2016 are cited. Its goals and objectives directly related to libraries, archives and academic institutions are highlighted. The copyright issues are analyzed as well. The principles libraries, museums and archives are to observe while implementing new technologies are highlighted. The correlation between electronic and printed book at the present book market is analyzed. It is underlined that “live”, i.e. printed book and live communication are the main values in our current life.

Abstract
The concepts of the noosphere in modern science are described: philosophic and theologic; naturalistic, phenomenological, technological, humanistic. The ideologeme of the noosphere, including communication infrastructure, is offered. The infrastructure includes libraries, archives, museums, bibliography, book publishers. A hypothetical definition of noosphere of post-industrial society is introduced. The cultural and historical periodization of the formation of the noosphere is built. The problem of educating noospheric personality is examined in detail.

Abstract
The authors discuss the problems of library and information education. The lack of a single system of life-long education in the library industry is stressed. The Model Standard of Public Libraries as a reference point for education reinvention is analyzed. The main vectors of public libraries activities defined in the Model Standard are considered, along with the desirable professional competences. The ratio of the libraries’ main tasks and functionalities and the professional education is examined.

Abstract
This paper deals with the developing computer and information technology in terms of their impact upon a wide spectrum of vital values of humans. The potential impact of computers is compared with the capacity of the most powerful weapon. The thesis is substantiated that libraries, together with other non-profit steady structures, may become a victim of modern information technologies that are promoting financial interests of manufacturers. A role of "artificial brain" technologies under present conditions of information redundancy is discussed.

Abstract
An attempt is made to construct a system classification of differentiated quotations based on the theory of fractals. The essence of the method is the construction of fragments, each based on a universal classification model. It involves the use of dialectic laws to identify systemic links between concepts. In this case, the content of the model itself is revealed through six consecutive conceptual formations, starting with the basic concept and resulting in a five-element group. Such fragments have five system properties: unambiguousness, coordinate cartography, sub-fullness, systemic historicity and predictability. The most important advantage of this approach is that the quality of citation is in direct connection with the scientific level of the reference publication, which makes it possible to measure the quality and tightness of the links between scientific schools and the characteristics of the so-called “invisible” colleges.
