Abstract

The article focuses on the terminology standard development in the library and information environment. The establishing of terms proceeds under the influence of two trends: borrowing the concepts of regular language (usus) and standardization of terminology. The need to develop linguistic standards for the innovative areas has enhanced activity in the field of standardization and provided the revision and development of some new standards in the librarianship. The pecularity of standardization of the national terminology lies in the principles of standardization, which only allow the use of sustainable lexical units. The following selection criteria for terminological units are used when developing national standards: inambiguity, productivity, linguistic accurateness (originality and use of words of the native language), frequency of term use in the subject area and related fields of knowledge. The selection of lexical units and their interpretation should be focused on the actual characteristics of the subject area. A significant feature of modern standardization in the librarianship is the use of relational terminology from the information technology.

Abstract

The author raises the issue of dialogue between the OPAC and the user. The card catalog had a reference apparatus system that guided the reader's work and assisted in the search process. If OPAC came to replace card catalogs, we have the right to consider dialogue a tool of any OPAC. It is proved that the card systematic catalog possessed cognitive, developing functions. However, this cannot be said about OPAC. It was expected that the OPAC would have the Knowledge Base in the form of an easy-to-view hierarchical classification schedules with an alphabetical index. But neither the dialogue nor the Knowledge Base of OPAC in the libraries of the country have. If at the input stage employees have some opportunities to clarify their decisions, then at the search stage the user is completely deprived of them. He formulates the request using his own “thesaurus”, which the program may not accept. The problems of equipping OPAC with reference information for the user, the general principles of working with OPAC are considered. The features of forming the heading of the bibliographic record are shown. The conclusion is made: questions of a thematic search in the OPAC have remained unresolved so far. The rights and possibilities of the user related to the work of OPAC are significantly limited. Many shortcomings could be resolved through dialogue. However, a situation has arisen in the country when potential participants in such a dialogue (system developers, cataloguers and bibliographers in libraries, OPAC’s users) do not meet each other for joint analysis of OPAC. Then, perhaps, the dialogue would appear in the catalog itself, where it is not today.

Abstract

The author examines the possibility for overcoming formal approaches to de-visu bibliographing factual information in local studies. She proposes a technology for bibliographing published local facts in the circumstances of digitalization. The sample abstracts supplementing bibliographic descriptions in local e-catalogs and factual local databases like “calendar of memorable dates” or “local chronicles” are provided. These databases should become the quality full-text bibliographic and factual resources, reliable and relevant, high quality and meeting user demands. The «de-facto» approach to bibliographing will facilitate the 5-fold increase in the number of hits of property digital resources of cultural institutions by the year 2024, which is envisaged by the “Culture” national project. It would also enable to accumulate reliable information on facts and events in local/regional history, interesting and unique facts, and famous local countrymen. This only technology will enable the libraries to remain irreplaceable. The author provides examples of bibliographing factual information on local studies.

Abstract

The operating features of the RF regional reference resources are examined; their advancement and place within the flow of sci-tech publications are discussed. During the recent two decades, the new trends emerged: stable interest toward science reference publications in regional studies; publishing of proprietary, subject, thematic and digital reference works in the regions. Initially, these works were prepared by large (republican, regional, municipal) libraries. AS the most recent trend, these publications has been covering the minor territories (district, small town, village). Today many minor Russian libraries promote regional sci-tech information (primarily collapsed, generalized, reference information). The author participates in the project “The regional encyclopedias of Russia” promoted by the Russian National Library. In fact, this is the bibliographic index within the segment of reference resources, namely, science encyclopedias in regional studies (http://nlr.ru/res/epubl/rue/content.html). The resource is supplemented with additional lists comprising other types of reference literature (toponymical, administrative-territorial, biographical and other regional scientific reference publications). It is interesting to analyze these publications from the viewpoint of current innovative processes. The author attempts to formulate the concept of “reference resources in regional studies”, to divide them into a segment within the array of the regional reference sources, to specify the generation principles and problems of functioning, to demonstrate the demand for these publications in modern communities.

Abstract

The contents and subject scope of the peer-reviewed bibliographic database Library Information Systems and Innovations in Digital Environment, LIS), based in IRBIS64 software are characterized in brief. The proportion of source document types and bibliographic records is identified. Science and scientific and practical journals prove to be the major source for the bibliographic array, while the share of other source types is relatively small. The major sources of information, or the core journals within the LIS database subject scope are revealed. Based on the LIS databases contents, the parallel is drawn with Bradford scattering law which states that if journals in a field are sorted by number of articles into three groups, each with about one-third of all articles, then the number of publications in specialized journals will make the one-third, the other one third will be published in the related journals and the other will be distributed between in a vast number of science periodicals unpredictable for the said subject scope. The author establishes that the qualitative and typical composition of the LIS database bibliographic array is in full accord withBradford’s law.

Abstract

Free software enables its free use by anyone under observance of user proprietary rights. The authors review the market of free computerized library information systems. The origins for applying free ALIS are specified; free Evergreen и Koha ALIS are characterized and compared; the list of foreign free ALIS, date and state of development are specified. The methodology for ALIS market estimation is suggested; the role of ALIS developing and related communities is emphasized. The library and designer aspects of ALIS development are described. The new phenomenon of «donation culture» emerged due to implementing free software in libraries. The typical copyright conflict around Koha ALIS between proprietors and independent designers (the latter won with establishing community trust) is described. Using free ALIS follows the general trend of applying free software in public offices, with all advantages and disadvantages of this information infrastructure. As a result, free software is often opposed by the proprietary one, however both components make the competitive market offering users to make choice of ALIS of appropriate price/quality balance.

Abstract

The key scientometrical concepts and their balance as interpreted by  V. S. Lazarev are analyzed. The author enters into polemics and suggests that there is a linear relationship between using and citing documents, citation and value. The author emphasizes the complexity of scientometric calculations regardless the rampant technological development and modern instruments of publication citation estimation. The related risks of scientometric data control are discussed: nominal citation, intentional non-citation, editorial requirements of scientific journals, mistakes when designing and submitting science papers to databases. The risky technological and ethical factors are analyzed. The consequences of publication retraction and changing status or contents of published paper, including the bibliographic records, are discussed. The samples of complexity and impossibility of identification of some types of inflowing documents are provided. The author argues that the value criteria are directly related to the effectiveness of scientific research and emphasizes that the effectiveness term has to be analyzed as applied in scientometrics. He also proposes to make scientometric indicators equal to elements of professional science communication which is justified by blurred lines between their formal and informal types.

Abstract

The Twenty Third International Conference “LIBCOM-2019”– “Information Technologies, Computer Systems and Publications for Libraries” (November 18-22, 2019, Suzdal, Russia) is reviewed. The main program events are discussed: the Conference opening ceremony and plenary meeting; the Central Discussion Site “Five Years of the Project “National and Centralized Subscription to International Indexed Databases and Full-text Resources”; open session Digital Libraries and Library and Information Resources: Trends, problems, prospects”, “Information Support of Science and Education” and “Innovations and New Functionality of Modern Library. New Software and Technological Solutions”; discussion site “Open Access, scientometrics and bibliometrics”; master class “Web of Science: New Opportunities for Russian Scholars”. It is highlighted that for the first time within the framework of the Conference the school discussion site “Ecological Education forRussia’s Sustainable Development”, and the discussion site “Kids. School. Library. Society: A Contemporary View” were held. The conclusions are made. The speakers at “LIBCOM–2019” final session indicated the special character of the Conference – interactivity of events (discussion sites, master classes, round tables), participants’ activity at discussions, discussion of vital issues.

Abstract

The XI all-Russian scientific and practical conference of heads and specialists of information services on culture and art "Information context of culture: resources, technologies, service", organized by the Russian state library, the Russian state library of arts and the St. Petersburg state Institute of culture, was held in Moscow. It was attended by more than 90 representatives of the cultural authorities, Federal, Central regional and municipal libraries, universities and training centers for training, as well as other institutions of culture, science, education, media and bookselling 24 regions of theRussian Federation. Thanks to online broadcasts, the total audience of the event increased by almost 200 people. Heads and specialists of the national libraries ofArmenia,BelarusandKazakhstantook part in the event via video link. The program included 36 reports and presentations. They were presented at a special session "Year of theatre in the library", Round table" national library as a center of information on culture and art", section "Information potential of cultural organizations in the implementation of the state cultural policy". As a result of such events, the Russian state library publishes collections of materials. The last one was released in 2018.
