LIBRARY AND INFORMATION ACTIVITIES: THEORY AND PRACTICE
The innovative management today is to promote and support organizational strategic goals through the rational use of material, labor and financial resources. The main goal of innovative management in libraries is to build the management system which enables focused search of options, development and implementation of novelties to increase the library’s competitiveness and sustainability and, in its turn, the sustainability of the environment. The specific features of innovations in the library and information sphere are as follows: comparatively rare radical while frequent modernizing innovations; consistency and systemacity (change in any element inevitably changes the library system overall); irreversibility. To assess the value of library innovations, the author suggests to apply the following criteria (characteristics) correlated with the world experience: innovative relevance, financial effectiveness, cultural efficiency, social significance, global sustainability. Each criterion has its own weight while the expertise has to be accomplished within the suggested procedure. This methodology enables to assess the library knowledgeably. It was tested thrice by expert teams – participants in the All-Russia Contest of Library Innovations initiated by the Russian State Library in 2013, 2015, and 2019.
Today, the library therapy is a promising library service that librarians can offer in the market. Its efficiency depends significantly on the level of library therapy studies. The history of bibliotherapy in Russia and worldwide is reviewed in brief; approaches to bibliotherapy classification and understanding of bibliotherapy as a discipline at the interface of medicine and librarianship are discussed. The most important stages in the development of bibliotherapy as a scientific discipline are presented. Against the historical retrospective, the main areas of modern bibliotherapy are analyzed. The history of the discipline demonstrates that the bibliotherapeutic studies have been within the methodological framework of library science, cultural studies, psychology, and pedagogy. The vectors of bibliotherapeutic process and the goals of applying bibliotherapy are described. The study and determination of the bibliotherapeutic potential of the book is one of the important problems associated with reading for psychotherapeutic purposes. The author emphasizes that the bibliotherapy effectiveness is determined by several factors, i.e. the professional competitiveness of librarian and quality of bibliotherapeutic service with these two working in synergy.
The author reviews several projects devoted to the heroism of Soviet people during the Great Patriotic War. She characterizes the virtual projects, i. e. the project by TASS IA – “The Great Patriotic War through the eyes of Soviet journalists. TASS presents the frontline reports and newspaper articles of 1945” (January 19 – May 16, 1945); series of articles by Udmurtia information agency (covering the period of January 30, 1942 – May 9, 1945 as presented in the newspapers). The author compares these two projects to the NAB project “One hundred days before the Great Victory. Belarus newspapers in 1945” (January 30 – May 9, 1945) by the goals, contents and depth, and completion. The projects follow the day chronicle on the verge of the Victory, demonstrate the heroism of people in the front and behind the lines, and use information potential of historical newspapers. The author also characterizes the project by Gomel V. I. Lenin Regional Universal Library “The Victory Echo” (May 9, 1945–2020) and the joint multimedia project by Belarus Telegraph Agency and Belarus State Museum of the History of the Great Patriotic War: “The Victory chronicle: The living need the memory…” This experience can be used for designing similar virtual projects and other digital information resources.

The article is a follow-up of the previous publications by Yu. N. Stolyarov “Documentology: The backgrould and development” and “The basic postulates of documentology as the general theory of documents”. The author substantiates the need for developing the library documentology as an individual discipline with its specific subject, specific document definition, and specific content. The subjects of library document studies are the primary and secondary document; technological document; accompanying document; and administrative document (record). The library workflows are based on procedural documents that form the class of administrative documents that ensure the optimal functioning of the library. Administrative documents in the library, as in other legal entities, are grouped into large subclasses: planning, accounting, reporting, personnel, financial documents, etc. Among them, the managerial documents are mostly important as they are to support the entire management process. Beside these subclasses, the accompanying documentation forms the subclass that makes an essential part of the collection, namely technological, and administrative documentation. To separate the fundamental library concepts of the document, the author proposes to adopt a specific definition for each document process. The library collection document is information specific for the library that is fixed or to be fixed. Fixed information refers to the diachronous, discrete documents, information to be fixed (continuously and to be continuously updated) refers to synchronous (existing at the time of retrieval), continuous (having only the beginning) document. The author defines library documentation as the systematized collection of internal documents. The tasks and purpose of these documents are determined by the specific of library technological tasks and functions. The author insists on developing the key provisions and, above all, the terms of library documentology.
SCIENTOMETRICS. BIBLIOMETRICS
In Part 2, the authors are testing the methods of assessing Russian science journals citation in the natural, agricultural sciences and the humanities based on Web of Science Core Collection. The methodological approach is based on calculating citation coefficient which is a modified version of impact factor, calculated as the ratio of the number of citing documents to the number of scientific articles in Russian journals. The method is tested on the scientific articles published in Russian journals of 2012–2018 and indexed in the Web of Science Core Collection. As a result, recommendations are developed on how to promote Russian journals to the international databases based on Web of Science Core Collection taking into account the specifics of OECD domains under the examination. The general recommendations are: to decrease the share of mono-national publications thus increasing the share of articles written in the international collaboration; and to increase the share of articles by foreign authors. The study is accomplished through the funding within the State Order of the Ministry of Science and Higher Education of the Russian federation “Organizational, technological, research and methodological support of promoting national journals to the international science citation bases and information analytical support of the national subscription to international science information resources for scientific and educational organizations”.
LIBRARY PROFESSION. STAFF. EDUCATION
Information structuring is seen as an efficient way to develop social communication. The study task is to reveal theoretical and technological background of hypertextualization of library and information educational environment. The substance, functions, structural elements of hypertext and its advantages for social communication are described. Specifications of using hypertext technologies for education are discussed, along with principles of hypertext design and perception via digital academic complex, digital textbooks, digital bibliographies as the multifunctional open subsystems of digital learning materials interrelated structurally and methodologically in the library and information disciplines.
The authors analyzee the experience of Belgorod State Institute of Arts and Culture in designing hypertext resource providing the completeness, accessibility and relevance of using information educational resources and information communication technologies in every type of learning activities. These efforts are seen by the faculty as one of the ways to support professional education methodologically.
КНИЖНАЯ КУЛЬТУРА
The integrity of book culture is examined from the viewpoint of dialectical unity of the dynamic and the static: what ensures reader interest and long life of printed books in the historical time and what makes the mobile superstructure adapting the book culture to the changing environment and expanding its life. The author emphasizes that the book culture subject-object and subject categories, i.e. the humans and books/documents, take up the more stable and static positions. The book culture stability is manifested through its autonomy and persistence within the changing historical and cultural landscape (homeostasis, autopoiesis, and self-referencing). The dynamics is manifested in the processes of organization, disorganization and self-reorganization. The author substantiates that the World Wide Web enforces the fundamentals of the printed books and printed word; the functionality of libraries is to change in the future as they will be functioning both offline and online. These factors will influence the book culture and give rise to its new forms and contents. The technological era challenges the human ecosystem. The deep processes have been changing the book culture. However, the inevitability of the process must not be overestimated. Being analyzed and interpreted, the process can be managed.
ПРОФЕССИОНАЛЬНЫЕ АССОЦИАЦИИ
During the first 100 years of its existence, the American Library Association (ALA), the oldest national library association in the world, contributed much to the international library and bibliographic cooperation. The author describes the key areas of ALA international activity during the period under review. He identifies the following areas: support of building national library associations of other countries, projects and programs of international information exchange, promotion of basic democratic principles of libraries’ work, shared cataloguing, building the professional library education system, creation of the library periodicals and others. Based on the facts revealed in the periodicals, the author claims that national library associations are among the key instruments of library development both on the national and international levels. The fact that the American Library Association played a critical role in interlibrary relations strengthening during the described period evidences the association’s importance in the process of international library cooperation development.

Review of the book: Stolyarov Yu. Rubakin revisited / Yury N. The reviewer emphasizes the importance of the reviewed book, as Nicholas Rubakin’s work of researcher and educator, has not been studied comprehensively yet. The publication coincides with Rubakin’s 160-th anniversary. The reviewer characterizes the book structure and the contents of its five chapters: “The Life”, “The Foreign Native”, “The Focus of N. A. Rubakin’s Creative Interests”, “Bibliopsychological Portraits”, and “The Author of Integral Philosophy”.
Yu. N. Stolyarov characterizes Nicholas Rubakin as a science communicator, expert of self-education and (kids) reading guidance and, most of all, as a founder of bibliopsychological theory. The reviewer examines the key works by Rubakin for each of the above-mentioned areas, e.g. “The secret of library work success”, “What the bibliological psychology is”, The Psychology of readers and books”, “Importance of the books”, “On the methodology of the book business”, “The book market in Soviet Russia and its psychology”. The reviewer makes a focus on Rubakin’s masterwork –“Among books” and on Stolyarov’s footnotes that expand the book text and reader knowledge, and points to the book design.
