Abstract
The authors substantiate new approaches toward library-based information support of innovations and sci-tech development. They analyze the experience of the British Library and the BL’s Business and Intellectual Property Centre in London. The possibility to adapt this experience for Russia’s regional information infrastructure is examined. The recent regional library studies provide for knowledge and innovations management. The authors introduce the project of networked cooperation between the Federal Industrial Property Institute (FIPI) and Russian regional universal scientific libraries. The challenge is to energize regional libraries and to implement the «learning region» concept. The access to ready-to-use analytical products provided via the libraries and created by FIPI as the core center for intellectual property information infrastructure, enables regional scientists, researchers and businessmen to use instruments of information support of industries and business, in particular those intended to assess the viability of innovations. This provide for building open regional information space and procedures to enforce the rights to the results of intellectual activity and means of identification in Russia and internationally.

Abstract
Based on the studies of analytical agencies reports, the author summarize the data on social networks popularity (Facebook, Instagram, VKontakte, Twitter, etc.) in Russia and internationally, as well as the users’ activity level. She argues that the libraries’ media accounts need to be managed based on analytical data and results of expert evaluation, surveys, marketing research, web analytic. These tools enable to analyze library smm-manager efficiency, to study library user behavior and preferences, to reveal and eliminate technical errors, to define strategic vectors of libraries’ www-activities. The modern www-instruments for social networks evaluation are revealed and tested based on several libraries’ www-accounts. The authors also suggests to use combinations of www-instruments to get detailed statistics, to perform content studies, comparative analysis of libraries’ www-accounts and user profiles, to reveal problems, to improve libraries’ presence on the World Wide Web, etc. The results of evaluation tools application prove their importance and practicability in assessing libraries’ performance in the social media.

Abstract
The author examines the methods of search engine optimization applicable to library www-sites. The experience of the RAS SB State Public Library for Science and Technology in internal SEO technology implementation to increase the relevance of the resources is discussed. The main focus was made on writing texts for the Library’s www-site (in particular, “The Procedure for presenting information to be loaded to RAS SB SPLS&T’s www-site”). As a result of current search engine optimization, the errors were revealed and eliminated. The author points to the fact that after the optimization process was launched, the steady increase in search engine use has been observed. This evidences that promotion through search engine means cannot bring immediate effect and is rather long-term oriented. In building a new version of the RAS SB SPLS&T www-site, the optimization is scheduled for the design and development stage. It will be based on the accumulated knowledge and experience and is aimed at avoiding inefficient ranging by search engines. The author proves that SEO technologies can be applied to Russian library www-sites to promote library resources and to attract users. The author also concludes that SEO technologies increase www-sites rating and number of their users.

Abstract
By the early 2018, within the higher education system of the Russian federation (over 500 state higher education institutions), three university clusters have been formed, namely: the federal state universities (FSU), national research universities (NRU), and RBUs, Russian backbone universities (higher education institutions) The scientific performance of 33 RBUs is analyzed based on the set of scientometric indicators (Hirsch index, publishing activity, citation, etc.) (as of the early 2018). The assessment is accomplished based on the number of the faculty staff of the universities and the data on publications and citation as presented in RSCI databases. Based on the study findings, the RBU rating register is compiled, the relevance leaders are revealed. The author emphasizes that the leaders make about one third of the whole number of RBUs while the FSU and NRU leaders make up to one half of their corresponding cluster. Comparative analysis of scientific performance maximum values for the three clusters is accomplished. The RBUs that need to energize research and publications and to increase scientometric indicators and scientific performance are specified.

Abstract
The authors characterize the contribution of Stas Sbitnev, a prominent scholar, founder of Kemerovo State Institute of Culture Library Department, RSFSR Honored Worker of Culture, into the development of Russian libraries automation and computerization. The stages and products of his research and pedagogical work are characterized. It was Stas A. Sbitnev who was the first in the USSR to provide for special training of librarians and bibliographers as “computerized library system technologists”. The vectors of Sbitnev’s scientific ideas realization in the modern digital society are discussed. The evolution of approaches toward the integrated library information systems information support is characterized with a glance to the current advance of digital information resources. The newness and versatility of Sbitnev’s studies in 1980-1990s are represented by the data in the table. The contribution his followers made into the theory of library information technology linguistic support is characterized. Research and development vectors now being explored by his followers are also described. The sphere of personal information culture as a research and practical area is also in the focus.

Abstract
The BIBFRAME model is introduced; its origins are discussed. The author explains why Russian cataloguers have become interested in this LOC’ project. The developers argue that BIBFRAME is to initiate bibliographic standards transformation into the associated data model of a higher level and will make bibliographic information more useful for within and outside of bibliographic community. The structure comprises the model (structures information on three main abstraction levels: work, expression, item), glossary, and tools. The differences between BIBFRAME and MARC are revealed. BIBFRAME development stages, step-to-step implementation program are characterized. BIBFRAME and RDA tools are compared. Expert opinions on BIBFRAME concept and the prospects of its implementation in the global library practice are reviewed. The author emphasizes that BIBFRAME makes a formal access point for the library community to enter the larger data network where links between objects are of primary importance. The author also discusses terminology problems. She also voices her hope that we will not have to catch up with the international library community and will be represented on the Semantic Web, too.

Abstract
The author attempts to identify the place for the language norms in the modern library verbal communications. The relevancy of this study is determined by the crisis of verbal communications in the society (overuse of slang, frivolous borrowings from foreign languages, decay of the language culture, using gadgets in interpersonal and business communications). The author concludes that verbal communication skills are needed to harmonize all communicative components, including language norms and speech culture. The findings of the monitoring survey of library verbal communications are presented. The level of command of the modern Russian language norms is identified for library and information specialists. It was found that the largest part of respondents had insufficient knowledge of language norms which affects their professional activity. The author analyzes orthoepical (pronouncing and articulatory) errors, violation of lexical, grammar (word-formation, morphological and syntactic) and stylistic norms of the Russian language, observance of orthographic and punctuation rules in the written speech. She argues that revealing the gaps helps to define the problems of librarians’ speech culture and to increase the efficiency of verbal communications in the professional library environment, in particular within the system of advanced training.

Abstract
The year 2017 was marked by several memorial dates: One hudred years of the Soviet library science, bibliography and book studies; the 155-th anniversary of the prominent encyclopedist, educator and the founder of bibliopsychology Nikolai (Nikolas) Alexandrovich Rubakin (1862-1946); and the 150-th anniversary of his associate and fellow-thinker, now half-forgotten bibliologist and bibliographer Nikolai Mikhailovich Somov (1867-1951). Based on the confidential correspondence between Nikolas Rubakin and Nikolai Somov (N. Rubakin’s Archive in the Manuscript Collections of the Russian State Library), the author describes unfavorable political and academic environment in the USSR in 1920s-1930s which took a heavy toll on the national book studies, library science and bibliography and result in terminating several promising trends and straining science priorities. The scientists’ attitude to the colleagues then leading in the Soviet book studies is revealed. The author concludes that the professional landscape was rather sad, but we need to acknowledge all aspects of the professional history.

Abstract
Review of the monograph by Inna Nikolaevna Doronina (I. N. Doronina. Functional modelling of library information education systems: a scientific publication / I. N. Doronina. - Moscow: Pashkov dom, 2016. - 190 p.). The reviewer emphasizes the well-substantiated choice of the methods. Inna Doronina demonstrates how to implement the integrated complex of learning and teaching materials and to translate it into the competences and knowledge complying with the Federal State Education Standard of higher professional education. For the first time, the technology of building learning and teaching complex is applied to the humanities sphere. The technology is based on the principles of large-scale systems design, for instance, in telephone communications, manufacturing, and management. Based on the example of the competence-oriented learning cluster (“ Information system design” ) implementation, I. Doronina demonstrates that the quality of library professional training increases due to the technology. The reviewer characterizes the monograph sections and comments on its depth, and implementation possibility and viability. He also emphasizes that, to apply the functional modelling methods, the designers will have to master some fundamental knowledge, in particular, in higher mathematics and systems theory.
