PROBLEMS OF THE INFORMATION SOCIETY

15-28 1109
Abstract

The paper analyzes similarities and differences between fair use and fair dealing doctrines in copyright law that allow for limited use of copyright-protected material without the need of permission from the rightholder. Both concepts have long been part of legislation but have recently gained special interest due to the wide spread of digital technologies and the ease of copying materials, both text ones and any other digitized materials. What kind of use may be deemed fair and what may not, has become the question of everyday interest. Copyright exceptions implemented in the form of fair use or fair dealing concepts are of special importance to libraries. However, their application is far from trivial and the situation is further complicated by insufficiently understood difference between the two concepts. The paper reviews general approach implemented in both described doctrines, terminology issues, similarities and dissimilarities of the doctrines, their territorial coverage, and historic origins of doctrine differences. The doctrine having originated in the United Kingdom and developed in the United States has become an example, a pattern that is followed in legislation of many countries worldwide. Fair use/fair dealing concepts have found their reflection in Russian copyright law in the form of “free use” of a work without author’s permission and without copyright fee payment. The paper further deals with the significance of fair use doctrine for library collections digitization and other applications of technology innovation. A prediction is made for growing importance of fair use and fair dealing copyright exceptions in the nearest future.

OPEN ACCESS. OPEN INFORMATION ARCHIVES

45-62 1255
Abstract

Russian National Public Library for Science and Technology has been developing the Single Open Information Archive (UOIA) to merge all digital full-text resources created or acquired by the Library. The authors examine the issues of interoperability when exchanging metadata between UOIA built on library automation software and open archives using OAI-PMH technology for metadata acquisition. Interoperability in information exchange between different ALIS is provided, for example, through applying SRU/SRW protocol and metadata scheme, while metadata exchange between OA repositories is provided mainly within Dublin Core (DC) scheme. ALIS – OA metadata transmission with transformation into DC results in information loss and prevents unambiguous reverse transformation.
For a long time, DSpace has been the most popular software for open digital repositories. This product enables OAI-PMH metadata acquisition in DC and Qualified DC (QDC) formats, and supports Object Reuse and Exchange (ORE) standard, which enables to describe aggregated resources. ORE in DSpace enables to collect not only metadata but also connected files and to receive other connected data provided by importing source. DSpace uses rather simple ORE format based on Atom XML that allows binding several files of different functionality with RDF-triplets.
The OAI-PMH software connector is designed for RNPLS&T SOIA and enables to present metadata in DC, QDC, MARC21, and ORE formats, which supports interoperability in information exchange with OA repositories with DSpace software. Beside metadata transmission, transmission of various data types is possible, e. g. document text or license information. Further development is to expand format structure to represent associated data, in particular using RDF.

INFORMATION TECHNOLOGIES IN LIBRARIES

Abstract

The author continues with her study initially presented in the article “The possibilities of information search in electronic platforms of Russian libraries” (A. V. Kulikova. The possibilities of information search in electronic platforms of russian libraries // The Journal of Encyclopaedic Studies. – 2019. – No 2. – P. 30–52). She demonstrates the methods to be applied for business information search related to local encyclopaedic book publications and identifies the principles to find recent publications promptly and to satisfy user demands most effectively. The bibliographic search success depends upon how the user understands the system. Optimum query formulation saves time and excludes information noise. The key characteristics of library digital information retrieval systems are discussed. The computer systems of 113 regional libraries were analyzed within the study. The following automated library information were tested objectively: IRBIS, RUSLAN, OPAC-Global, Foliant, MacWeb. The author does not intend to advertise or subvertise any ALIS. Her main goal is to reveal the convenient and speedy retrieval methods with existing functionalities.

Abstract

The author explores the possibility to update PHP language up to PHP 8 in the library websites. Such upgrade is determined by the need for recommended safety level for web-resources. As exemplified by St. Petersburg library websites, the role of PHP language is demonstrated: 70% library websites are based on this technology. The content management systems (CMS) and PHP language versions are identified. For the three most popular CMS (CMS WordPress, CMS Joomla!, without CMS), technological recommendations are given on how to transfer to the new PHP versions (as for early 2021). About 28% websites do not use CMS. Their compatibility with PHP new version has to be provided individually. Approx. 28% library websites use CMS Joomla!, and 19% – CMS WordPress. Today, these management systems cannot support PHP 8 in full: WordPress is beta-compatible, while with Joomla! the work has been just in progress. The most recent information for IT specialists interested in library website design is given; releases to follow PHP 8 after November 2020, are described.

PROFESSIONAL TERMINOLOGY

Abstract

The author examines the draft of standard new version (GOST R 7.0.94–2015 “SIBID. Library document acquisitions. Terms and definitions”. The need for ordering terms in the area of collection development and collection studies. Owing to the terminology’s expanding onto collection studies, the standard title has changed from “Library collections. Terms and definitions”. The standard focuses on terms and definitions within the subject area of “library collection studies, library collections”. The vectors of standard drafting are discussed: outdated standardized definitions are edited; processes structure and contents are changed according to the modern theory and practice related to library collections; concept list for library collection characteristics is expanded; new concepts to describe library activities in digital environment are introduced. The draft standard comprises 170 terms and the alphabet index. The author describes Rosstandardregulated approaches toward national standard development [Rosstandard – Federal Agency on Technical Regulating and Metrology]. The new version key provisions and definitions can be used for references and will support further development of new regulations, methodological documents and instructions for library activities, and library collection studies.

BOOK SCIENCE

Abstract

The publishing business in post-Soviet Russia differs a lot from that of the Soviet period. The number of books and brochures has significantly increased, though the circulations have drastically decreased, which is evidenced by the national press statistics without interpreting indicators related to the subject. After USSR’s collapsed, many complete and reliable resources have appeared to study librarianship publishing repertoire in various aspects, e. g.: target readership of publications, their target audience, publishing chronology, main publishers; circulations. With these criteria, expert assessment of key publishing repertoire components is made. The Russian Book Chamber databases based on acquired mandatory copies of publications, as well as Rosinforkultura, Institute of scientific Information for Social Sciences of the Russian Academy of Sciences, largest library catalogs and several bibliographic catalogs and indexes on the subject under examination, make the main source of statistical and bibliographic information for the authors. The authors identify the main problems and trends in librarianship publishing so to change situation to the better. The authors also focus on publication identification elements, i. e. their imprint.

Abstract

The author reviews foreign science publication, websites, digital databases, catalogs and methods to be used to specify imprints of book monuments and their history as exemplified by 16-th century collection of Russian Academy of Arts Library. The collection comprises over 60 books published in Western Europe; with the special attention to the collection in architecture, in particular books published by Sebastiano Serlio (1475 – c. 1554). To attribute the publications, the catalogs of foreign museums and libraries, bibliographic, fulltext, factographic and objectographic databases in the art market, e. g. ArtPrice, MutualArt, Invaluable, were used to reveal various guides in 16-th century architecture, catalogs of private collections, and auction sale catalogs. The author discusses the methods to use the identified sources to attribute book monuments, as exemplified by Sebastiano Serlio’s books in architecture, and to investigate into this area further.
