Through the Order of the RF Ministry of Science and Higher Education of February 24, 2021, on the Nomenclature of Scientific Professions to be awarded academic degrees, the speciality 05.25.03 «Library science, bibliography, and bibliology» was excluded from this nomenclature. The concerns arouse that this speciality might be excluded from the educational programs. The post-graduate programs is to become the third level of higher education. One more attempt should be made to stand for our profession by referring to global precedents, i. e. to the International Standard Classification of Education (ISCE), adopted by the UNESCOGeneral Assembly in 2011, and to FOS (Revised field of science and technology, classification in the Frascati manual). The latter is the international classification of science and technology adopted and approved by 75% world countries to represent scientific disciplines and to unify world statistical data. In both classifications, library science is specified as an independent discipline within the social sciences unit.
The author analyzes implicit epistemological assumptions of the modern systematic reviews of scientific literatures that usually are left unconsidered or problematized. The foundations for building the image of scientific communication as representative, clearly cut and easily analyzed reflection of efficient search for and spread of truth which approaching is characterized by increased explorers’ consent. Generalization of this communication brings the evidential effect to advance argument in scientific discussions. However, a series of conditions for adequate conversion and «migration» of published conclusions into the conclusions of systematic review has to be provided to preserve evidential effect in summarizing analysis. The essential components of systematic reviewing methodology comprise: setting the task of obtaining quantified results; selection criteria for unambiguous correspondence between the model of process under scientific investigation and totality of publications; representative observation of relevant publications and making conclusions based on comparative evidential effect of research and consent level achieved. The systematic reviews compliant with the above requirements make them a powerful instrument of evidence in the social sciences, biology and medicine.

Copyright transformation in the digital world is going ahead. The paper describes new European initiatives in copyright regulation, particularly those that exert influence on information market and the work of libraries and other cultural heritage institutions as well as educational establishments. New European directive on copyright officially called The Directive on Copyright in the Digital Single Market allows for broader use of in-copyright material online and across borders within the European Union for the purpose of education, research and cultural heritage preservation. The Directive simplifies digitization and distribution of out-of-commerce works and gives legal certainty to online use of copies of works of art that are in the public domain. One of the Directive articles gives libraries, archives and museums the right to make digital copies of copyright-protected works in their collections but exclusively for preservation purpose and to the extent necessary for preservation. These important reforms incorporate copyright limitations and exceptions in European legislation and open the way to mass digitization projects in European libraries. The paper also briefly describes LIBER (The Association of European Research Libraries) activities to promote short-term and long-term provisions in international and national copyright legislation to take into account public interests during healthcare, environmental and economic crises.

The authors investigate into the rules contained in the international treaties, Russian existing laws and judicial routine related to exclusiveness of authors’ rights. The character of social changes in the digital era were specified. Several types of legal relations remain traditional, however in today’s information society has to revise existing laws in which authors rights dominate over information user interests. At the same time, the authors re underprotected from piracy. Legislators have to prioritize in the first place who and from whom must be protected in the information society: the authros from pirates, intellectual property from plagiarism, or the users from actualaccessible information. Secondly, the rights of new knowledge have to be managed and efficient ways to righ t-ful transfer of accumulated knowledge to users have to be found. Implementation of information technologies into libraries and access to digital information resources change radically the quality of library services. The authors challenged themselves with attracting attention to the problems of information society in Russia.
DIGITAL RESOURCES. ELECTRONIC LIBRARIES
The author reviews the basic types of digital document content protection from unauthorized access and dissemination applied by publishers and book trading companies. The principles of digital rights management (DRM) while accessing digital documents. The author suggests that DRM systems are efficient to be applied to certain types and formats of digital documents in libraries and archives. He also reviews several commercial solutions for DRM-systems plied to the most popular PDF-format and substantiates the importance of DRM-systems standardization for digital document friendliness both for the users and rights holders disseminating digital publications. Existing and newly introduced international standards for DRM-systems are discussed. The typology of digital rights protection software as provided for by the standards is presented along with regulated DRM-system features based on data coding. Readium project by international non-profit Readium Foundation exemplifies standard approach to DRM-system design. The project goal is to develop software modules to integrate standard DRM-technology into computer information systems including ALIS.
Accommodating lists of links to recommended online educational resources on the academic library websites is discussed. The author concludes that that is not quite efficient as it could be, as qualitatively heterogeneous resources often unadapted for learning purposes are included; their titles are complex, unintelligible, and elusive; or oriented toward different groups of users. The authors suggest to develop: methods to annotate and critically evaluate resource contents, to select resources efficiently so they meet user information needs; classification scheme to differentiate online educational resources by stage and field of study, and prospectively – by larger professional groups. It might be also helpful to design end-to-end navigator of resources suggestible for academic libraries and learning in every code of professional training field.
SCIENTOMETRICS. BIBLIOMETRICS
The authors analyze scientometric factors and rates of the Russianlanguage scientific journals in archeology provided by RSCI. The list of journals under study was based on the list of peer-reviewed journals comprising findings of candidate’s and doctor’s theses in the domain 07.00.06 – Archeology (historical sciences). The key factors of these journals were specified and rates were made for Science Index (SI), public evaluation, and 5-year impact-factor. The journals with high impact factor and low SI rating were revealed; absolute discrepancy of 2019 SI and public evaluation rating. The authors suggest to make changes to the methods of calculating SI integrated index of scientific journals: to accumulate ratings and add special equalizing coefficients for monodisciplines: to calculate factors with improved rubricator.
INFORMATION RETRIEVAL LANGUAGES AND SYSTEMS
The author attempts to generalize on the problems of providing retrieval, in particular, subject search, in library information systems and to find solutions. The key requirements to e-catalog retrieval interface as considered in foreign and domestic publications are presented. The problems of providing simplicity of retrieval interface are analyzed. The diverse first search pages of OPACs and e-catalog of Russian and foreign libraries are described. The author suggests a search page version comprising unit search box with the possibility of advanced search and user friendly option of bibliographic, subject, full-text and complex search. Every proposed search types are defined based on SIBID standards, or in case the terms are not provided by existing standards, the author provides her own definitions for them. The requirement of mandatory subject search in library information system, desirably for various types and degrees of complexity, is substantiated. Key requirements to retrieval tools of library information systems are formulated and detailed.
REVIEWS
The reading encyclopedia has been published for the first time in Russia. It generalizes the accumulated knowledge of the reading phenomenon in various science domains (philosophy, psychology, pedagogy, philology, bibliology, library studies, physiology, etc.) and represent it in its true scale – as the foundation, along with writing, of the civilization and a component of political, economical, humanitarian development of any state, as a keystone of full-fledged personal development. The dictionary comprises 371 definitions revealing various aspects of reading as a concept. The dictionary is intended for scientists and researchers, lecturers, teachers, librarians, under- and post-graduate students, for everyone who regards reading as “invaluable treasure” for a person and the humankind on the whole.
