LIBRARY PROFESSION. STAFF. EDUCATION

15-44 1038
Abstract

In the Decree of the President V. V. Putin of July 21, 2020 "On the national development goals of the Russian Federation for the period up to 2030", there are two national goals that are directly related to the book and library business: the education of a harmoniously developed and socially responsible personality and the implementation of digital transformation of key sectors of the economy and social spheres. The Russian Bibliologos (book mind) has been creatively and collectively created over millennia. Cognition of the essence of the Bibliologos is a priority task of book and library science and library and information education today. The article examines the biological and social prerequisites of book communication, the dynamics of the development of the classical Bibliologos and the scientific and pedagogical foundations of the formation of the non-classical Bibliologos of the XXI century.

The Bibliologos is understood as a biologically and socially determined intelligent productive force mastered by people in the process of hominization (humanization). The following functional definition is proposed: Bibliologos is the collective mind of a historically stable community of people who own the book culture, write and read books and are directly involved in the production of the bibliosphere. The Classical Bibliosphere is defined as a supersystem of book-communication systems that ensures the reproduction, preservation and further development of the national book culture. The structure of the bibliosphere is formed by socio-cultural institutions (systems, or branches of the book business), namely: publishing, printing industry, book trade, librarianship, bibliography. Each institute includes practice, education, science, special communication, management bodies. The branch problems of the bibliosphere are studied by related, but relatively independent, scientific and practical studies (bibliography, library science, records management, book history, bibliopolistics, editsiology, etc.), and bibliology is engaged in general problems – a complex science (or a complex of sciences) about books and books, as well as general document theory, or documentology. In addition to branch institutes, the bodies of the bibliosphere are: bibliophile socio-cultural movement; non-profit and commercial founders and voluntary associations; government authorities and censorship.

The participation of the Russian Bibliologos and the library school in the implementation of the human-creative project as a national target is envisaged. Particular attention is paid to the European experience of modeling a new type of person, the historical project "Memory for the Future", cyber-socialization of the society of the future, topical issues of non-classical library and information education and the synthesis of book culture and digital culture of the XXI century. It is concluded that national security and the well-being of future generations depend on the non-classical Bibliosphere, in particular on national libraries and school librarians.

OPEN ACCESS. OPEN INFORMATION ARCHIVES

Abstract

The authors examine the principles and technologies of RNPLS&T’s Open Archive development. Special attention is given to the urgency of the task under the circumstances of digitalization. The main goal is seen as building the Single Open Archive of Information (SOAI) of the Russian National Public Library for Science and Technology that is to accumulate every digital full-text resources designed or acquired legally by the Library. The key principles of SOAI as an integrated information system are specified. The functionalities and protocol table structure for RNPLS&T’s SOAI soft- and hardware are discussed. The projected functional structure of the archive is described and explained. Possible software and hardware solutions for SOAI application and metadata server are discussed along with the interaction with large related information systems like the National Electronic Library (NEL). The system implementation will become the next important stage in building the typical model of e-library as a player in the open archive system. This is to facilitate the technology of data exchange in library information systems, units of science information within research organizations, universities, general educational institutions, and to support information retrieval via the single access point at web-portals. The article is prepared within the framework of the State Order № 075-01300-20-00 “Design and development of RNPLS&T’s Open Archive of Integrated Information Library Resources as a modern system of knowledge management within the digital environment: On the way to Open Science” for the years 2020–2022.

Abstract

The study task is to develop and substantiate the methodological approach toward assessing publication activities of Russian researchers in the RF regions based on Web of Science Core Collection and Scopus. The fundamental distinction of the proposed method from the existing ones is that it enables to eliminate over-estimation and under-estimation of publication activity figures. Besides, it enables to analyze all the regions at once rather than individual districts or territories. The study sustains inconsistency of the sci-tech landscape in different federal okrugs (regions) and, for several of them, lacking the correlation between the research results and available resources in the regions. The study findings would enable the government authorities to make administrative decisions at the federal and municipal levels. The study was accomplished out of the funds of the State Order of the Ministry of Science and Higher Education of the Russian Federation “Organizational, technological, research and methodological support and promotion of national journals to the international science citation databases; information and analytical support of the publicly funded subscription to international information resources in science for research and educational organizations”.

Abstract

It is very important to identify the most developing research areas. The analysis of terminology dynamics, as exemplified by microbiology, enables to make conclusions on the current changes within the corresponding branch of science. The terminological dynamics of the most cited publications demonstrates high relevance of research findings demanded by scientific community. As exemplified by our Microbiology subject index, we introduce the method of identification of the most developing research problems based on key words frequency distribution. We suggest that the share of unique topic-oriented key words in the articles which belong to the same topic-oriented group is a variable that correlates with the range of research studies, methods, and the diversity of microorganisms: the greater is the number of these words, the greater diversity of topics is comprised by scientific papers in the field. Within this study, the group of papers falling under the heading of Genetics of yeasts and microfungi is leading in the number of papers with the number of topic-oriented key words amounting to 83%. Soil microbiology, Geomicrobiology, Pathogen-host interactions, and Bacterial Genetics also belong to the most developing topics.

DIGITAL RESOURCES. ELECTRONIC LIBRARIES

99-126 825
Abstract

The article is devoted to the currently topical topic of using the electronic library system by means of creating a student's personal account – a personal electronic library. The problem of using information technologies to provide students with high-quality educational information is currently coming to the fore due to the emergence of a large flow of information and the lack of criteria for its selection among students. The purpose of the publication is to acquaint readers with the results of work on the development of a personal electronic library of a university student, to provide students with educational materials in full, as well as with the results of a study of the effectiveness of using a personal account in the process of teaching students. To achieve this goal, the authors carried out experimental work, consisting of three modules: basic, theoretical and intellectual, as well as experimental work to establish the influence of the developed personal electronic library on the level of educational motivation of students, as well as its relationship with academic performance. The results of the study show that the use of a personal electronic library increases the educational motivation of students to study the subject, and also positively affects the academic performance of students, improving the quality of education. The practical significance of the work lies in the creation of a student's personal electronic library based on the electronic library system of the RSAU-Moscow Agricultural Academy named after K. A. Timiryazeva, which can be used in teaching university students.

INFORMATION RETRIEVAL LANGUAGES AND SYSTEMS

Abstract

The studies were accomplished at the Central Scientific Agricultural Library (CSAL) to update the industry-wide linguistic instruments used in the Library’s Information Retrieval System and union catalog of the research institutions’ libraries of the Agroindustrial Complex (AIC) of Russia. The set of linguistic tools is briefly described; the two-level model of the linguistic support structure is introduced. The significance and advantages of using information retrieval languages in the Automated Information-Retrieval System are discussed. The purpose of the study was to improve the information support of research in the AIC in terms of actualization of the database (BD) of the Information Retrieval Thesaurus in Agriculture and Food and the database “Authority File (AF) of Scientific Research Institutions (SRI) in the AIC”. Brief descriptions of these information retrieval languages and their functions are included. The functions of the Information-Search Thesaurus are: to index documents and inquiries; to reflect the paradigmatic relations between lexical units; to control and normalize lexis in agriculture and food; to provide unified and formalized information representation in AGROS database; to expand automatically document search profiles; it also functions as a terminological guide in agriculture and food. As the guide, it retrieves the names of institutions since the foundations date; it can be also used for constructing the bibliographic record element (organization’s name. or corporate author); and retrieves information from information resources. The procedures for adding new lexical items and revising the previously included data are described.

Abstract

The purpose of the article is to provide general background information about two national classification systems (CS), about which there have been practically no publications in Russian professional literature. The author gives the definition of national CS, adopted by the International Society for Knowledge Organization (ISKO) and talks about the typology categories of CS. The first part considers the Library Classification of the People's Republic of China (CLC). The history of its creation, the available variants and publications are sequentially analized. The distribution boundaries of CLC are shown, its structure and features are considered. CLC is a completely original system created by Chinese experts. The second part of the article analyzes the Decimal Classification of the Republic of Korea (KDC). Widespread in the world of DDC schedules were taken as the basis of the KDC many years ago. Some of the main classes were used unchanged, while others were completely rearranged so that Korea and Korean language were in the first places in the schedules. Similar changes were made to the religion class. KDC has only one option (the last 6th edition is in 3 volumes). It is considered national, but not used in all scientific libraries in South Korea. Knowledge of the classification practices of foreign countries is an indisputable indicator of our classification culture.

LIBRARY AND INFORMATION TERMINOLOGY

159-172 2878
Abstract

The authors attempt to determine which of two adjectives are preferable to be used to describe processes and/or objects of cognition within scientific disciplines related to modern libraries, and whether these two terms are the synonyms to be reasonably equally used. The history of the adjectives digital and electronic as well as of the related terms is described; the definitions are given as they appear in Oxford and Cambridge dictionaries of the English language. The modern-day use of these adjectives, in particular in library and information activities and studies is assessed. The findings of the analysis of the websites of major world library associations are presented, e.g. those of International Federation of Library Associations and Institutions (IFLA) and American Library Association (ALA). The history of use and the current status of the adjectives digital and electronic in library and information practice and scientific studies are analyzed. Within the context of the problems set forward in the article, the state terminological standard GOST 7.0.103-2018 “Library and information services. Terms and definitions” is reviewed. The authors conclude that the two adjectives are synonymous and may be used equally when solving theoretical and/or practical problems in library and information activities and studies; and that the combinations digital/electronic libraries and digital/electronic library science are equally acceptable.

INFORMATION TECHNOLOGIES IN LIBRARIES

173-188 1526
Abstract

The history of foreign and Russian libraries’ websites in 1996—2017 is analyzed on the basis of professional publications and web-archive. The author analyzed the websites of Russian libraries, i. e. RASL Library for Natural Sciences, All-Russia Library for Foreign Literature, Russian State Library, Russian National Library, State National Pedagogical Library, Russian National Public Library for Science and Technology, Central Scientific Medical Library, State Public Scientific and Technological Library of the RAS Siberian Branch and divisions, Central Scientific Agricultural Library, Russian Academy of Sciences Library, Far Eastern State Scientific Library, Nizhny Novgorod Regional Universal Scientific Library, Novosibirsk State Regional Scientific Library. The number of websites was limited due to many changed domain names which disables the analysis. The archive copies of the selected libraries’ home pages obtained through the Wayback Machine service were analyzed. The first (1996–1998) home pages of Russian and foreign libraries are compared and distinctions are identified. The dynamics of Russian libraries’ websites up to 2017 is characterized. The author concludes that the libraries have been regularly changing design, content, representation forms, and navigation and retrieval systems, which is often not welcome by their users. The libraries have to introduce and promote efficiently their content and resources with the focus on user friendliness. Internet technologies and libraries’ representing themselves on the World Wide Web have changed library practice, and the libraries have to think over how to design the website and how to assess it.
